HFC-23 emissions in the UK are reported annually in the National Greenhouse Gas Emissions Inventory submitted to the UNFCCC and have been assessed to be insignificant (~0.0MtCO2e) for all reported years since 2010. Since 2012, HFC-23 emissions have represented less than 0.1% of the UK’s territorial HFC emissions.
As a donor country to the Montreal Protocol’s Multilateral Fund, the UK provides financial support for developing countries to comply with their Kigali Amendment obligations, including those regarding HFC-23.

The Kigali Amendment to the Montreal Protocol commits the UK to reduce its consumption of hydrofluorocarbons (HFCs), a group of refrigerant gases that are very damaging to the Earth’s climate, by 85% between 2019 and 2036.
Under the EU F-gas Regulation, quotas are allocated to HFC importers which are cut every three years until a 79% reduction is achieved by 2030. HFC consumption in the UK has already been cut by 37% since 2015, a world-leading phasedown which is faster than required under Kigali.
The Government will soon start a review of the F-gas Regulation, to be finished before the end of 2022, to decide how we will meet the final Kigali phasedown step between 2030 and 2036. The review will also look at how the UK can continue being even more ambitious than Kigali.

To ask the Secretary of State for Environment, Food and Rural Affairs, what progress his Department has made on the development of a UK system to manage the quota of (a) fluorinated gases and (b) ozone depleting substances required under the UN Montreal Protocol, after the UK leaves the EU.
The future operation of the fluorinated gases (F-gas) and ozone depleting substances (ODS) quota systems will depend on the outcome of ongoing negotiations. It is important to be prepared for a range of outcomes, including the unlikely possibility of leaving without a deal.
Possible outcomes include establishing UK F-gas and ODS quota systems. The Environment Agency and Defra are currently scoping options for the development of administrative systems to manage UK quotas.
All preparations are conducted without prejudice to any negotiated solution which the UK and EU might agree.
