HMRC has analysed all of the material that has been made publicly available, and continues to work with partners in the UK, and overseas, on tackling offshore evasion activity.
The work of the Panama Papers Taskforce has led to civil and criminal investigations into 66 individuals for suspected tax evasion, including high net worth individuals. As part of this HMRC has made four arrests; and carried out six interviews under caution.

The government has taken significant action to tackle avoidance, evasion, and non-compliance; including securing almost £160 billion of additional tax revenue since 2010, introducing over 100 measures, and investing around £2 billion extra in HMRC.
At Budget, the government took further steps to tackle these issues, which are forecast to raise £4.8 billion between now and 2022-23 for our vital public services. These efforts have helped the UK tax gap fall to 6.0% - its lowest level ever, and one of the lowest in the world.
The UK will continue to engage with our international partners to achieve a consistent and targeted approach for tackling tax avoidance and evasion.

The cross-government taskforce was set up to respond to the Panama Papers data leak, with ongoing operational activity being directed and delivered by the relevant departments and agencies. This includes criminal and civil investigations undertaken by HMRC and the pension fraud investigation being conducted by the Serious Fraud Office and National Crime Agency.
As part of its work, the taskforce set up the ongoing cross-government Joint Financial Analytical Centre which has added greatly to the UK’s ability to tackle complex tax and economic crime at home and overseas. It will continue to analyse its holdings against other relevant datasets, including any material that comes out of future data leaks, in order to identify tax avoidance, evasion, assets for recovery, professional enablers who are facilitating financial crime and misconduct, and international bribery and corruption.
All of the powers listed in the question are vested in taskforce members. The number of officers holding each different power is not recorded centrally. HMRC’s 26,000-strong compliance workforce covers the full range of tax compliance risks, including the operational work generated by the taskforce in response to the Panama Papers.

On 10 April 2016 the Prime Minister announced a new cross-agency taskforce to obtain, analyse and take action on the information that has been made available from Mossack Fonseca and to take rapid action on any form of illegality that emerges.A number of investigations are underway, and the taskforce, which is led by the National Crime Agency and HM Revenue & Customs, and which is accountable to the Home Secretary and the Chancellor of the Exchequer, will report on its progress later this year.

On 10 April, the Prime Minister set up a multi-agency taskforce to obtain and analyse the leaked “Panama Papers” and take action where possible. The taskforce comprises HMRC, the National Crime Agency, the Serious Fraud Office (SFO) and the Financial Conduct Authority who are working collaboratively to investigate any evidence of wrong-doing identified within the “Panama Papers”. The taskforce will report on its progress later this year.

We welcome the statement from the source of the Panama Papers that they are willing to speak to law enforcement bodies. Tax evasion and money laundering are global issues, which is why the HM Revenue and Customs (HMRC) and National Crime Agency (NCA) taskforce is working with international tax and law enforcement partners to take up this offer, and develop as many leads as possible from the data that is currently available.
HMRC has been in regular contact with the International Consortium of Investigative Journalists (ICIJ), who have refused to share their full data with HMRC, stating that their policy is not to hand over such material. While we welcome the steps the ICIJ has taken in exposing this issue, its decision not to release the full set of information is disappointing.
HMRC has begun analytical work on all the data published by the ICIJ, in addition to a wide range of other intelligence. As a result of this, the HMRC and NCA taskforce has opened a number of detailed and forensic enquiries.

On April 10, The Prime Minister announced a new taskforce to obtain, analyse and take action on the information contained in the Panama Papers.
It is being jointly led by HM Revenue and Customs (HMRC) and the National Crime Agency (NCA) and draws on investigators, compliance specialists and analysts from HMRC, the NCA, the Serious Fraud Office and Financial Conduct Authority. The four organisations are working in close partnership to take rapid action on evidence of tax evasion and avoidance, economic crime, regulatory breaches and misconduct identified within the material.
The Prime Minister has committed to provide resources to ensure that the material is fully investigated, including initial new funding of up to £10 million to support the taskforce’s work.
