The UN Assistance Mission for Iraq (UNAMI) monitors Camp Liberty and has judged humanitarian standards inside the Camp to be well in excess of basic humanitarian standards. Trucks containing food, medicine and diesel fuel continue to routinely enter the camp.

We continue to engage with the Government of Iraq on the welfare of the residents of Camp Liberty. Our Embassy in Baghdad regularly raises this issue with the Government of Iraq. We support UN calls for more to be done to protect residents, but remain of the view that the Government of Iraq is responsible for security at the camp.

In 2011 the Government of Iraq signed a Memorandum of Understanding with the UN Assistance Mission to Iraq which allowed the UN High Commissioner for Refugees (UNHCR) to make assessments on applications made by the residents for relocation. The UNHCR assessment process is underway, and a number of residents have now been relocated to third countries.

The UK has re-admitted four individuals from Camp Ashraf who hold valid UK travel documents. The Home Office exceptionally agreed to consider whether 52 residents of Camp Liberty previously settled in the UK, but who left many years ago, should be readmitted. Seventeen residents approved for resettlement in the UK by the Home Office are now in the UK. The UNHCR has also referred 35 further residents and a decision from the Home Office is pending.

It is the responsibility of the Government of Iraq to protect Camp Liberty. We have therefore not raised the attack with the Iranian authorities.

Officials from our Embassy visited Camp Liberty on 28 April and stated that the camp hospital and dentist clinic appeared well maintained and stocked. UN Assistance Mission for Iraq monitors confirmed that, when needed residents, are permitted to leave the camp to attend hospital appointments and for treatment.

Officials from our Embassy in Baghdad do not avoid visiting Camp Liberty. Embassy officials last visited the camp on 28 April to assess living conditions, which the UN Assistance Mission for Iraq judge to be well in excess of basic humanitarian standards. Officials plan to visit again soon, provided the security situation allows, and are arranging to meet with the residents’ representatives.

While the Government of Iraq maintains records of the management of the camp, we are not aware of a regular, consolidated report produced by the government.

The UN Assistance Mission for Iraq's monitoring reports have a restricted distribution. As we are not the owners of this information we are unable to place them in the Library of the House.

We rely on the UN Mission in Iraq (UNAMI) for information about the situation at Camp Liberty, as they monitor the adherence by all parties to applicable human rights standards. On 31 August UNAMI reported that the provision of life support systems such as water, electricity and food continue to be well in excess of basic humanitarian standards.

There are no residents now at Camp Ashraf. The final group of residents were transferred to Camp Liberty on 11 September 2013.

We do not keep records of visits by external agencies to Camp Liberty, though the UN Assistance Mission for Iraq continues to monitor

conditions at Camp Liberty regularly. They report that the provision of life support systems such as water, electricity and food continue to meet basic humanitarian standards. The Government of Iraq is responsible for security at Camp Liberty, and we do not make assessments of the safety of the camp’s residents.

What reports he has received on the progress that has been made on resettling detainees held in Camp Liberty.

The Foreign Secretary raised that specific issue when he met Iraqi Foreign Minister Zebari at the end of November—a meeting I attended. We have repeatedly supported the United Nations in its calls for more to be done to protect the residents, and we will continue to remind the Government of Iraq, as a sovereign Government, that they are wholly and totally responsible for the security of the camp.

I thank the Minister for that answer, but in 2013 there were at least four missile attacks that were likely to have been the result of actions by Iraqi or Iranian militia. What can we do to improve security while the resettlement process continues?
