The UK Government takes an actor-agnostic approach to supply chain resilience, focusing on the characteristics and behaviours of technologies and suppliers rather than their country of origin. This ensures that our regulatory frameworks remain objective, proportionate, and resilient to evolving threats.
Ministers receive technical advice from National Cyber Security Centre (NCSC) on a wide range of cyber threats, including on IoT products. Their assessment is that a compromised cellular internet of things module would not, by itself, enable an end-to-end attack. From a cyber security perspective, risk is managed through the broader set of controls supporting monitoring, resilience and recovery across the system. Advice on managing the security of cellular internet of things modules technology is provided to industry and government by the NCSC.

The National Cyber Security Centre (NCSC) handles any reports it receives relating to cyber incidents in confidence and so it would not be appropriate to comment on any such engagements.
More generally, however, defending democracy is a priority for the NCSC. It engages regularly with organisations and individuals involved in our democratic and electoral processes to provide expert advice on cyber security best practice and to help raise resilience in the face of rising online threats.

The National Cyber Security Centre works round the clock to reduce both the number and severity of cyber attacks affecting UK businesses through a combination of protective cyber defence interventions, practical guidance, incident management and cyber resilience programmes. The Telecommunications (Security) Act 2021 sets out a robust telecoms security framework, requiring public telecoms providers to identify, reduce and prepare for the risk of security compromises to their networks and services.
DSIT works closely with the National Cyber Security Centre (NCSC), as the UK's lead technical authority for cyber security, to identify and assess risks to telecoms infrastructure.
NCSC's most recent annual review highlights how state actors continue to pose a persistent and escalating cyber threat to UK Critical National Infrastructure, including telecoms, leveraging sophisticated cyber capabilities and working closely with a growing commercial intrusion market.

Modern vehicles – including cars and buses – are increasingly using software to support safer driving, to improve diagnostics and to provide a host of other services such as navigation and entertainment.
The Government takes national security extremely seriously and recognises the systemic challenges of increased connectivity and the cyber security implications for almost every area of government policy, including vehicles. The National Cyber Security Centre has published guidance to help organisations understand and manage the associated risks, ensuring that system connectivity is approached in a way that balances security with the significant benefits it provides.
The Department for Transport introduced two new regulations: one to strengthen vehicle cybersecurity and one on software updates (UN Reg 155 and UN Reg 156). The cybersecurity regulation sets out requirements to mitigate potential threats in vehicle construction, to monitor emerging threats and to respond to cyber-attacks.

The Government does not routinely publish details of operational security matters or specific threats. The Cabinet Office works closely with agencies such as the National Cyber Security Centre (NCSC), alongside other government departments, to fully understand and address cyber vulnerabilities, proportional to the perceived threat, and support departments. This collaborative effort covers all connected vehicles, including those powered by internal combustion engines, as well as electric and hybrid models.

Officials have worked closely with regulators and the NCSC in developing the Cyber Security and Resilience Bill and will continue to do so throughout its parliamentary passage and implementation planning.
The NCSC already leads the UK’s response to cyber incidents by triaging reports, supporting affected organisations and coordinating government action during major incidents. In the year preceding, September 2025, NCSC received 1,727 incident tips, 429 of which required direct support. The Bill will expand the type of incidents reported to regulators and the NCSC, strengthening understanding of the threat landscape and improving national cyber-defences.
The Bill will also bolster regulator resources by reforming cost recovery. Currently, regulators are constrained – for example, they cannot recover the cost of enforcement. The Bill will enable regulators to fully recover their costs and utilise flexible, sector-appropriate charging mechanisms, ensuring they are properly equipped to meet their duties.
