To ask the Secretary of State for Transport, if she will hold discussions with representatives of National Express on the potential impact of the cancellation of its 503 service on people living in Launceston.
The Department recognises the importance of good transport links and it is the overall aim of this government to improve connections across towns and cities. We recognise the important role the coach sector can play in making these connections across the country for education, business and leisure travel. Coaches are a deregulated sector, so decisions such as where to run services are a matter for the operator concerned. We are, however, working with the sector to hear their concerns and address the challenges they face.
That this House deeply regrets the cancellation of the National Express 503 service between London and Penzance on 3 September 2024; notes that the 503 service offered inter city connections for people living in and around the town of Launceston which is not served by a mainline railway station or other coach services; further notes that local bus services do not offer a frequent or reliable method for people in Launceston to travel by public transport to other towns served by railway stations or inter city coach routes; further regrets the negative impact that this cancellation will have on residents, businesses and visitors to the area; calls on National Express to reinstate the 503 service as quickly as possible; further calls on National Express to consider introducing or reintroducing coach routes serving the towns of Bodmin, Bude, Camelford, Launceston, Padstow, St Columb Major and Wadebridge; and urges the Government to consider taking steps to ensure that inter city coach services are available to people living in and around towns in rural areas like North Cornwall that are not served by mainline rail services.

The Department for Transport regularly engages with bus operators, including National Express, and will continue to do so to support the delivery of sustainable local transport networks.
On 23 October the Government announced that Staffordshire County Council has been allocated a further £4,982,000 for the first year of funding for buses redirect from HS2 funding, building on the £2,655,347 in BSIP+ funding to support and protect bus services allocated in 2023-4 and 2024-5. This can bus used by local authorities to support and enhance bus networks across Staffordshire and is on top of the extension of the national ‘Get Around For Two Pound’ national fare cap scheme.

To ask the Secretary of State for Transport, what recent assessment he has made of National Express West Midlands performance on (a) fares and affordability (b) timetabling and regularity (c) access and (d) punctuality compared to other services in England via the Bus Open Data Service.
The Department publishes Official Statistics on bus punctuality via GOV.UK.
The Bus Open Data Service is a repository of bus timetable, location and fares data made openly available for analysis and consumption via a variety of methods. Each operator is independently validated for their compliance to the specific standards for each data type.

The Secretary of State has received a request from National Express Group to give his consent to a Change of Control for them to sell the Essex Thameside franchise to Trenitalia. The Secretary of State’s role is to give or withhold consent to the sale as provided for in the Franchise Agreement. This is at the Secretary of State’s discretion, and is exercised on a case by case basis.
