To ask the Secretary of State for Defence, what steps he is taking to address the workforce capability, capacity and resource constraints identified in the National Infrastructure and Service Transformation Authority annual report.
The Ministry of Defence is addressing workforce capability, capacity and resource challenges through the actions set out in the Strategic Defence Review, Defence Industrial Strategy, and the Defence Investment Plan. This includes £182 million for a defence skills package to attract, develop and retain a skilled workforce, and over £290 million for defence nuclear skills. These measures, alongside Defence Reform, will strengthen delivery capacity and support major programme delivery.

The Department for Transport’s programme of work to identify, develop and provide enhanced data and insights capabilities on the freight and logistics system will be delivered through multiple projects over the next few years.
Further detail on projects will be shared in the upcoming freight plan due to be published this spring. The forthcoming change to update the road freight values of time in the Transport Analysis Guidance (TAG) is an example of this work and is expected to be released in May 2026.
As and when the department shares advice on transport infrastructure for the National Infrastructure and Service Transformation Authority (NISTA) and the UK Infrastructure Pipeline, it is informed by the best available evidence. This evidence includes data and insights on the freight and logistics system, which is being enhanced by the programme of work.

The Cabinet Office continues to receive support from the National Infrastructure and Service Transformation Authority for the Falcon Programme.
All key recommendations from the review have been addressed including:
Appointing a new Senior Responsible Owner (SRO) supported by an experienced Programme Director.
Additional specialist resources have been deployed including an experienced programme planner and a comprehensive plan has been produced.

The delivery confidence assessment of the Transforming Public Procurement programme is rated “Green”, which demonstrates high confidence for delivery already.

On 18 December, Mayor Brabin announced a revised plan for development and delivery of Mass Transit, following an independent peer review by NISTA in September 2025. The changes aim to strengthen delivery and reduce risk, and do not result from any delay by the Department for Transport. All major project reviews undertaken by NISTA are treated as confidential, in the interests of ensuring that everyone involved is able to share their honest feedback. This has been standard practice across successive governments.
The Department for Transport continue to work closely with West Yorkshire Combined Authority to ensure the programme remains firmly on track for successful delivery.
