Mr. Clifton-Brown: To ask the Deputy Prime Minister what proportion of local authorities are able to undertake land searches electronically; and when this is expected to be extended to all authorities. [166892] Phil Hope: For land searches to be carried out electronically, local authorities must first have set up electronic Local Land and Property Gazetteers (LLPGs). All authorities in England have been encouraged to set these up as part of their individual programmes to electronically enable 100 per cent. of their priority services by 2005. The Office of the Deputy Prime Minister's Local e-Government programme is helping local authorities to achieve this target, in particular by allocating a flat rate grant of £200,000 per annum in 2002 and 2003 to each authority submitting a satisfactory Implementing e-Government (IEG) statement. The IEGs submitted in 2003 indicated that on average every authority would have electronically enabled 66 per cent. of their priority services by March 2004; most authorities indicated that they would have electronic LLPGs by that date. Local authorities have also been encouraged to have automated links with the National Land Information Service (NLIS), which is an electronic search engine intended to be a one-stop shop for information about land and property in England and Wales. It was developed in the 1990s by a group of public sector bodies, but was transferred in 2000 to the Local Government Information House (LGIH), a private, wholly-owned subsidiary of the Improvement and Development Agency (IDeA), to take forward. The IDeA has told us that by January 2004, two-thirds of authorities in England and Wales had enabled electronic responses to searches via NLIS. It is important to note, however, that authorities do not have to be linked to NLIS to offer searchers an electronic search option.

Mr. Hawkins: To ask the Deputy Prime Minister pursuant to his answer of 19 May 2003, Official Report, column 653W, on the National Land Information System, what steps the Government have taken in the past 12 months to encourage local authorities to transfer their land and property information to electronic local land and property gazetteers to link into the National Land Information System. [126638] Keith Hill: The Office of the Deputy Prime Minister is responsible for the Local e-Government programme, which is supporting the electronic enablement of the local authority services in England, including the development of an electronic National Land and Property Gazetteer (NLPG). The Government have encouraged the recording of land and property information, as a means of providing both an improved service to customers making land charge searches, and an improved, consistent database for the authority's own use. In particular, on 24 July 2002, the Lord Chancellor, my right hon. Friend the Member for Greenwich and Woolwich (Mr. Raynsford), the leader of the Welsh Assembly and the Chairman of the Local Government Association and the Welsh Local Government Association jointly wrote to all local authority Chief Executives in England and Wales, pointing out the benefits of the NLPG, and of the one- stop shop for land and property related information provided by the National Land Information Services (NLIS). The benefits include saving staff time otherwise wasted on maintaining duplicate address lists, and improved service delivery based on accurate, up to date address data. My hon. Friend the Member for Pontefract and Castleford (Yvette Cooper), the then Parliamentary Secretary for the Lord Chancellor's Department and my hon. Friend the Member for Shipley (Mr. Leslie), followed up the letter by hosting a reception on 8 October 2002 for local authorities which had committed to NLIS. The Office of the Deputy Prime Minister also asked every authority in England to prepare and submit an implementing e-Government (IEG) statement in 2001 and 2002, in return for which they would receive £200,000 to help implement the e-Government plan set out in it. Authorities were asked to include some key data in their statements, including indicating whether they were committed to NLPG and NLIS. Following assessment of the IEGs submitted in 2002, Ministers of the Office of the Deputy Prime Minister sought (with the agreement of the Local Government Association and other stakeholders) parliamentary approval for the use of £2.2 million from the Local e-Government programme funds to ensure that all local authorities were committed to supporting the NLPG by December 2003. Specifically, this will fund work to identify the barriers to implementation of the NLPG. Where implemented the NLPG will provide basis for electronic land and property information searches by NLIS and other compatible services. It will remain a decision for local authorities as to whether or not to link to NLIS.

[126637] Mr. Lammy: As stated in the answer of 19 May, the governance of NLIS is not a matter for government. National Land Information Service (NLIS) is a non- statutory service operated by private companies, the Government is not aware of any vires issues affecting NLIS. The review of the CGSG is expected to be completed by October 2003. In relation to the delivery of relevant third party land and property information, it is for the relevant NLIS companies (Local Government Information House and the NLIS hub provider) to enter into agreements with data providers on such terms and conditions as they consider appropriate. Central government is not directly involved. However, the NLIS website (www.nlis.org.uk) states that NLIS obtains land and property data from Land Registry, Coal Authority, Environment Agency, local authorities, Ordnance Survey and the National Land and Property Gazetteer. Further information can also be found on the websites of the individual channel providers.

[114370] Ms Rosie Winterton: The National Land Information Service (NLIS) is ultimately intended to be a one stop electronic shop for information about land and property in England and Wales. It was developed and piloted in the 1990s by a group of public sector bodies led by the Land Registry. The work was then taken forward by the Local Government Information House Limited (LGIH), a wholly owned subsidiary of the Improvement and Development Agency. NLIS is now financially independent and receives no state aid. It comprises LGIH; a hub operated by Macdonald Dettwiler Associates (MDA); and three competing service channels, operated by NLIS Searchflow, Transaction Online and TM NLIS Search respectively. There is no NLIS board. Central Government were not a party to the contract and licence negotiations between LGIH and the hub and channel service providers and are not a party to NLIS now. Following criticism of the governance arrangements for NLIS in the Quinquennial Review of the Land Registry in June 2001, a Central Government Stakeholder Group (CGSG), chaired by the Land Registry, was set up to provide such assistance as central Government could to help NLIS become an established feature of the conveyancing process and to provide a means of communication between the NLIS partners and those stakeholders. We are reviewing the role of the CGSG. But the operation or governance of NLIS, the business plans of the NLIS service providers and their future viability are not matters for government. Any questions of possible infringement of competition law should be pursued with the Office of Fair Trading in the normal way. The Government continue to encourage local authorities to transfer their land and property information to electronic local land and property gazetteers so as to improve access to information. Since September 2001, when the commercial NLIS service was launched, neither I nor my ministerial colleagues at the Lord Chancellor's Department have received any external advice on the operation of NLIS or any representations from local authorities about its operation. In the same period, we have received a small number of letters from Members of Parliament and others commenting on a range of matters relating to the operation of NLIS.
