Will the Secretary of State for Education join me in commending my right hon. and learned Friend the Member for Fareham and Waterlooville (Suella Braverman) on her proposal that every school in the land should fly the Union flag every day of the year, and that every school should sing the national anthem at assembly at least once a week? Is that not a policy that the Government could implement now, instead of waiting for a Reform UK Government to implement it?

I miss the exchanges that I had with the hon. Gentleman when I was Leader of the House, but now that he is in his new place, I look forward to having them again. This is obviously a matter for headteachers to decide for their schools, and I am all for headteacher autonomy. British values absolutely run right through our curriculum, like the words running through a stick of rock. We can see that British values are right at the heart of it, and I am very proud of that.

Although it’s not the place of the government to mandate the singing of the National Anthem, we are delighted that it is regularly sung at occasions throughout the UK such as major sporting events, the Last Night of the Proms and other events at which Members of the Royal Family are present, and of course schools are also free to promote the singing of the National Anthem. The Government supports the singing of the Anthem at any appropriate occasion.
I know that my hon. Friend the Minister will agree that the singing of the national anthem is something that provides a great sense of unity and pride in our nation. In this year of the Queen’s platinum jubilee, will he take steps to encourage national broadcasters to play the national anthem and ensure that the BBC restores it at the end of the day’s programming before it switches to News 24?

We fully support the singing of the national anthem, Her Majesty the Queen and other expressions of patriotism, including the flying of the Union Jack. The more we hear the national anthem sung, frankly, the better. Of course, organisations such as schools are free to promote it, and the more we can do in this area, the better it will be.

We are deeply concerned by China's plan to impose national security legislation on Hong Kong. The Foreign Secretary has made two joint statements with international partners, and made a clear statement to Parliament on 2 June. Senior Officials have raised our concerns directly with the acting Chief Executive in Hong Kong, the Chinese Ambassador in London and the Chinese authorities in Beijing. On 8 June, the Foreign Secretary spoke to Chinese State Councillor and Minister for Foreign affairs, Wang Yi. He set out the UK's deep concern at China's proposal to impose national security law in Hong Kong, which is in conflict with the high degree of autonomy, and rights and freedoms, protected under international law by the Sino-British Joint Declaration. The Chinese Government is well aware of our serious concern, and we will continue to raise this issue at senior levels with the Chinese and Hong Kong authorities.
In respect of the National Anthem Law, we are clear that all laws introduced in Hong Kong must respect its high-degree of autonomy, follow the appropriate legislative scrutiny, and respect the rights and freedoms guaranteed under the Joint Declaration.

We believe that it is fitting to show respect to any National Anthem. Whether it is necessary to enforce such respect with legislation is a matter for the Chinese and Hong Kong SAR Governments to decide. In Hong Kong freedom of speech is guaranteed under the Sino-British Joint Declaration, and it is vital that such freedoms are fully respected

We are aware of the Hong Kong Special Administrative Region Government's proposals to change the Fugitive Offenders Ordinance and the Mutual Legal Assistance in Criminal Matters Ordinance. We have noted the concerns voiced by legal and business representative organisations and civil society groups in Hong Kong about both the content and the short consultation period allowed for the proposed changes. We have raised a number of issues with the Hong Kong Government, including the implications for both our joint security cooperation and our bilateral extradition treaty and the potential consequences for the UK business community and for UK citizens living in or travelling through Hong Kong. We will continue to seek clarity from the authorities on these points and to make clear that we would welcome a longer consultation period to allow the issues we and others have raised to be dealt with in a comprehensive way that maintains public and business confidence.
