Official Development Assistance (ODA) spend, by the Department for Science, Innovation and Technology (DSIT) on research and development (R&D) is as follows:
(£m) | 2019 | 2020 | 2021 | 2022 | 2023 | Total |
GCRF | 391 | 379 | 220 | 139 | 84 | 1,430 |
Newton Fund | 119 | 99 | 72 | 24 | 15 | 450 |
Due to the Machinery of Government change, and reporting of previous years’ spend alongside spend now reported under the Department for Energy Security and Net Zero, disaggregated data for solely DSIT’s share pre-2019 is not currently available.
Both GCRF and the Newton Fund will come to a natural close by 31st March 2025. The Government will allocate future ODA to Departments as part of its standard Spending Review process.

In the year since the publication of the ICAI Report, we have implemented many of the ICAIâs recommendations and we are making significant progress in all areas of our Fundsâ operations, working closely with our UK and international partners.
This is set out in the Governmentâs evidence provided to the International Development Sub-Committee on ICAI (https://committees.parliament.uk/writtenevidence/2189/html/).
ICAI themselves have recognised much of the progress made, in their follow-up review published today.
The Newton Fund 2020-21 allocation (revised to £107m) reflects 1% of the Departmentâs total 2020-21 R&D budget (£10,361m).
My Lords, the life sciences are indeed an area in which the United Kingdom leads, as we have just heard. Will this Government be continuing the previous Government’s work in underpinning that lead through long-term investment? In particular, can the Minister assure me that the Newton Fund, which links research scientists in the United Kingdom with those in developing countries, will not be scaled back?

I can assure the noble Baroness that this Government are fully committed to supporting our life sciences industry. I will look into her specific question on the Newton Fund and write to her directly.
