Neither NHS England nor the Department hold data centrally on the operational hours of hospital helipads. Hours of operation are typically determined locally and may be subject to planning restrictions, including those relating to noise.

The Government only sets noise-related restrictions at Heathrow, Gatwick and Stansted airports. At all other airports, including Bournemouth, flight restrictions are set through the planning system and not by the Government. It is the responsibility of the relevant local planning authority to conduct any necessary noise assessments and to enforce any restrictions.

NATS is responsible for providing air traffic services at Heathrow Airport. There are defined flight routes and procedures for aircraft landing at Heathrow but for operational and safety reasons aircraft may be held in a holding pattern prior to landing. These reasons can include the need to ensure safe separation between aircraft as well as weather conditions.

My Department seeks to minimise the impact of aviation on people’s health, in the context of other government priorities. My officials are in regular contact on this issue with other government departments and their agencies, including the Department of Health and Social Care sponsored UK Health Security Agency.

The Aviation Night Noise Effects study is expected to conclude later this year and we intend to publish the report as soon as possible once it has been reviewed.

Night flight restrictions at Heathrow Airport are set by the Department for Transport and include a limit on scheduled movements during the night quota period (23:30-06:00). The movement limit is 2,550 for the winter season and 3,250 for the summer season. At Heathrow Airport, during the winter 2023-2024 season, there were a total of 2,544 movements in the night quota period. In the summer 2024 season, there were a total of 3,142 movements. These figures include flights which arrived from or departed to the west of the airport and did not fly over central London.
Flights over central London during the night quota period will also include flights on which the Government does not set restrictions, such as overflights in higher airspace, as well as helicopter flights by the police and other emergency services.
The most recent decision on night flight restrictions at the three noise-designated airports (Heathrow, Gatwick and Stansted), published on 17 December 2024, took into account health impacts and maintains existing restrictions through to October 2028.

A proposal to expand use of the northern runway at Gatwick Airport is currently subject to a live application for a Development Consent Order, which will be determined by my Department. It would therefore not be appropriate for me to comment but all relevant matters, including safety and noise, will be thoroughly considered before a decision is issued, the statutory deadline for which is 27 February 2025.
