I refer the Noble Lord to the statement made to the House on 19 March (HLWS1431) outlining the UK's Official Development Assistance (ODA) allocations for the period up to 2028-29, and the accompanying documentation setting out the impact of those allocation decisions. I also refer him to the evidence provided by the Foreign Secretary and myself to the International Development Committee on 24 March, where we addressed questions at length about the Government's ODA policies and allocation decisions.

The UK’s security partnership with Morocco is focused on addressing shared defence and security interests through a programme of bilateral activities, which is developed and agreed on an annual basis. Recent events in the Middle East and North Africa have not altered this approach.

The UK–Morocco Association Agreement provides the framework for our £4.6 billion annual bilateral trade relationship, including trade in agri‑food products. Under Article 18 of the Agreement, both parties committed to meet and consider further tariff liberalisation for agriculture and fisheries products. Three rounds of discussions have taken place, most recently in October 2025. Both sides have agreed to work towards a mutually beneficial and balanced outcome.
As part of the wider approach to strengthening agri‑food trade with North Africa, we are also engaging with partners such as Egypt and Tunisia to ensure our agreements remain modern, balanced and supportive of UK producers and consumers. These discussions reflect our commitment to deepening trade relationships across the region.
Any future changes to our trading arrangements will be designed to support UK producers, strengthen the resilience of our food supply chain and ensure that consumers continue to have access to a wide range of affordable, high‑quality food.

We engage closely with the Greek Government on migration issues and are committed to supporting Greece's efforts to manage migration effectively. At Ministerial level, this has included meetings between our Prime Ministers and Foreign Ministers at the end of 2024, and between the Minister of State, Stephen Doughty, and his Greek counterpart (most recently in New York in July 2025). We continue to work with Greek partners to identify opportunities for further cooperation around irregular migration to and through Greece.

The North Africa Cooperation on Migrant Smuggling and Human Trafficking (NACSAT) project provided £3.1 million for a UN Office of Drugs and Crime (UNODC) anti-people smuggling programme across Tunisia, Algeria, Morocco, Libya, and Egypt in the three years up to November 2021. Across fiscal years 2022 to 2025, the UK has provided a further £490,000 to UNODC programmes training North Africa law enforcement and border officials to identify and respond to cases of suspected people smuggling. The Foreign Secretary is clear that migration, including the disruption of people smuggling and organised immigration crime, is a top Foreign, Commonwealth and Development Office priority.

The relationship between the UK and the countries of North Africa focuses on a range of shared interests, including trade and investment, working together on migration, regional stability, and people-to-people links. There is greater potential, including to increase trade from £11bn, and to meet demand for greater English language capacity. We are working to develop comprehensive partnerships to tackle irregular migration and have regular dialogues on regional stability, such as the importance of tackling Russian efforts to increase its presence in the region and aligning efforts to address the conflicts of the Sahel and wider Middle East.
