The Prison Service is considering the practical implications of vape removal. There are currently no active trials to prevent prisoners accessing vapes in prisons in the north of England.

The Department funds health and care research via its research operational arm the National Institute for Health and Care Research (NIHR) across England. The Department is committed to ensuring that research is inclusive and representative of the population geographically and demographically. Inclusion is one of the top four priorities for the NIHR, reported against publicly in the NIHR Annual Report.
From November 2024, the Department made inclusion a condition of NIHR funding for all domestic research awards. All applicants must demonstrate how their research will address existing inequalities, including place-based inequalities, in health and social care, and researchers will be held to account for delivering on their plans.
The NIHR’s funding committees prioritise research that addresses the most important health and care evidence gaps, with strong potential for impact, and also consider scientific excellence and value for money. The Department has not considered using geographical location of host institutions as a tie-breaker in research competitions, but through the NIHR it is taking a number of other steps to secure equitable allocation of health research funding. These include targeted programme design, place‑based research partnerships, and long‑term capacity building in under‑served regions, such as the regional Commercial Research Delivery Centres across England, including in Yorkshire and across the north of England. For the NIHR personal career development awards, applications covering certain themes such as topic, setting, or profession, are prioritised where more applications are considered fundable than there is budget available, and in this way a recent round of senior investigator awards prioritised applicants hosted by organisations based outside of the Greater South East.
In addition, in April this year the NIHR’s Research Delivery Network, which supports all National Health Service trusts in England to deliver research, implemented a new national funding allocation model for NHS support costs and research delivery which will reduce regional variations in health research delivery investment. The Northern Growth Strategy commits Government to working in partnership with Mayoral Strategic Authorities (MSAs) and local leaders to deliver Northern Powerhouse Rail (NPR). This is set out in the Compact Agreements with Mayors.
We have established new engagement forums, which will include a Ministerial Taskforce with HM Treasury, the Department for Transport and the Ministry of Housing, Communities and Local Government, alongside Mayors. This is supported by a Northern Growth Strategy Steering Group of city region chief executives to inform strategic objectives and delivery.
For NPR specifically, existing partnerships such as the Liverpool–Manchester Rail Board and the White Rose Partnership will provide oversight of Phase One and Phase Two, working through key design and delivery decisions. Local station boards across the Northern Growth Corridor bring together regional partners to ensure alignment with local transport and economic plans.
We will continue to engage wider stakeholders and communities, with public consultation to take place in future.

The Government’s Modern Industrial Strategy is a 10-year, place-based plan supporting towns across the North to grow and attract investment. It aligns with the Northern Growth Strategy, realising the potential of the North’s £476 billion economy and 8.1 million jobs.
Through the industrial strategy eight priority sectors—including clean energy, advanced manufacturing and defence—we are targeting investment and innovation where the North has clear strengths. We are working with Mayoral Strategic Authorities and local authorities to deliver local priorities, while improving skills, infrastructure and access to finance so that growth benefits towns and communities across the North.

London 2012 had a major socio-economic impact and left a lasting legacy for future generations, showing what hosting an Olympic and Paralympic Games can do for our country.
The North of England deserves the same level of ambition. It is central to the UK’s growth agenda and has the scale and economic assets to compete internationally. That is exactly why we want to explore what a Northern Olympics could mean, as a once-in-a-generation opportunity to drive transformational regeneration, job creation and infrastructure investment across the region.
The Government has therefore commissioned our expert arm’s length body, UK Sport, to carry out an initial strategic assessment examining whether it would be feasible for the UK to host an Olympic and Paralympic Games in the North of England in the 2040s.
That this House notes with concern the classification of Northern Powerhouse Rail as an England and Wales project despite no part of the route being located in Wales; further notes that this follows similar classifications for HS2 and East-West Rail, which have resulted in Wales not receiving consequential funding for transport under the Barnett formula; recognises estimates that the latest decision could lead to Wales forgoing between £1.34 billion and £1.59 billion in additional funding, on top of previous projected losses from HS2 and East-West Rail, amounting in total to approximately £6 billion; acknowledges the acknowledged pressures on Wales’s transport infrastructure and the importance of adequate investment to support communities and economic growth; also notes that Scotland and Northern Ireland will receive consequential funding from Northern Powerhouse Rail and other major transport projects in England; and calls on the Government to review the classification of major rail projects and to ensure that funding arrangements operate fairly and transparently for all parts of the United Kingdom, including consideration of devolving responsibilities or revising project classifications where appropriate to avoid future disparities.
