My constituent Kevin Stephenson and many other people in Hartlepool have complained about the shocking underperformance of Northern Rail. He has witnessed passengers being asked to wait in toilets in order to allow more people on to trains. Services are frequently cancelled, promises of additional carriages have not materialised, and residents are regularly left stranded at stations. Will the Minister work with me to fix the unacceptable level of service?

Government remains committed to supporting London and the transport network on which it depends. We recently provided £485m in funding to support Transport for London’s (TfL) capital programme for 2025/26 and will continue to work with TfL to understand its capital funding needs, which will be considered at Phase 2 of the Spending Review. However, transport in London is devolved to the Mayor of London and TfL and it is for the Mayor to assess the merits of capital projects and make decisions on investment.

To ask the Secretary of State for Transport what assessment his Department has made of the effect of the Thameslink improvement programme on over-crowding on the Northern Line tube.
The Thameslink Programme is expected to relieve crowding on London Underground Services by reducing the need to interchange from rail onto Underground services and providing more capacity between North London and South London and across Central London.
The Northern Line is expected to benefit from this crowding relief particularly on the City branch between King's Cross/St Pancras and London Bridge, which will benefit from the enhanced Thameslink service, and on the Charing Cross branch which is expected to benefit from passengers from north of London choosing to interchange at Blackfriars in order to travel to the West End.

Transport for London submitted a Transport and Works Act Order application to the Secretary of State for Transport, my right hon. Friend the Member for Derbyshire Dales (Mr McLoughlin), on 30 April seeking planning approval for the proposed Northern line extension to Battersea. This marks the start of the statutory process during which people or organisations can make representations to Government with their views on the proposed scheme.
Funding for the proposed extension is guaranteed by the UK Guarantee finance package confirmed by the Chancellor in his 2012 autumn statement. The UK Guarantee will allow the Mayor of London to borrow £1 billion at a new preferential rate to support the scheme, subject to the agreement of a binding funding and development agreement with developers, the Mayor of London and partner authorities during 2013. While the borrowing will be done by the public sector, the funding to repay this borrowing will come from the private sector. The Greater London Authority and Transport for London are currently finalising arrangements for the financing of the extension with the developers, central Government and the local authorities.

The costs of the extension are not expected to exceed £1 billion in outturn prices. Further design works will be required to provide a more accurate forecast of the capital costs, which will also be dependent on the timing of construction.
Transport for London is currently working with the London boroughs of Wandsworth and Lambeth, the Greater London Authority and private developers to finalise the project’s funding and financing solution. The developer of the Battersea Power Station site is committed to providing £211.6 million (this figure will be subject to indexation) of funding towards infrastructure works, as set out in its Section 106 agreement. At least 72% of this will be used to fund the Northern Line extension.

The Chancellor’s Autumn Statement in November 2011 confirmed the Government’s support for the Northern Line extension to Battersea. The Department for Transport has regular discussions with representatives of Transport for London (TfL) about the project, to monitor progress and discuss key issues.
The Secretary of State for Transport also accompanied the Chancellor and the Mayor to the Battersea Power Station site shortly after the Chancellor’s announced the Government’s support for the extension in his Autumn Statement in November 2011.

That this House notes with concern the ongoing delays and disruption on the Northern Line culminating in a complete shutdown of services; further notes that since the public private partnership (PPP) contracts came into force, delays caused by track, signal and train faults have increased by 30 per cent.; is concerned by the complexity of the private finance initiative and PPP contracts that have led to a lengthy procedure that has prevented the problems being resolved before Northern Line passengers had to experience the whole line being shut down; further notes Transport for London's Customer Charter which should allow commuters to receive a refund on their lost travel; and calls upon the Chancellor of the Exchequer and the Mayor of London to hold an urgent meeting to discuss how the PPP contracts could be brought back in house without extra costs to London taxpayers so that track, train and signal maintenance can be done by Transport for London.
