Great British Energy – Nuclear's (GBE N's) study of Scotland's potential for new nuclear indicates that it has land areas with high potential for future new nuclear development of all scales - microreactors, Small Modular Reactors, Advanced Modular Reactors, and gigawatt-scale reactors.
While the Scottish Government currently opposes new nuclear power stations, UK Ministers remain open to discussions regarding opportunities for new nuclear in Scotland.

In autumn 2025, Great British Energy – Nuclear (GBE-N) was commissioned by Department Ministers to assess Scotland’s potential for new nuclear power, whilst the government has also tasked GBE-N with identifying suitable sites that could host a potential large-scale new nuclear project.
The government believes that areas of Scotland that have previously hosted nuclear power stations will have many positive attributes for new nuclear.
Today, X-energy and Centrica’s proposals for advanced modular reactors at Hartlepool reached another major milestone with the submission of an application for a generic design assessment. Given the importance of retaining Hartlepool’s world-class nuclear workforce and ensuring that there is no cliff edge when the existing power station approaches the end of its operational life, will the Minister reassure me that every effort will be made to maintain the outstanding momentum to build this project and, wherever possible, to accelerate progress?

HMG has not provided any direct funding to the Welsh Government to support the participation of Natural Resources Wales (NRW) in the Generic Design Assessment (GDA) process. Regulatory costs for GDAs are borne by the Requesting Party (RP) of the GDA.

NRW participation in future GDA processes is a matter for discussion between Requesting Parties (RPs) and NRW.

The scope and schedule of a Generic Design Assessment is set by the Requesting Party. By far the biggest influences on schedule, and hence cost, are the maturity and stability of the design, and the quality and timeliness of the Requesting Party’s submissions. Prior engagement with the UK regulators, and access to relevant information and judgements from overseas regulators are other notable factors in determining schedule and cost.

The Environment Agency is currently carrying out two Generic Design Assessments (GDA). Holtec’s SMR 300 is currently undergoing a 2 step (Fundamental Assessment) GDA that is planned to be completed in March 2026. Rolls Royce SMR’s design is currently undergoing a full 3 step (Detailed Assessment) GDA. Rolls Royce SMR and the Environment Agency are targeting completing the GDA in 2027. We understand that Rolls-Royce SMR will provide further information to the public around the time of contract award by Great British Energy-Nuclear.

To ask the Secretary of State for Energy Security and Net Zero, what quantities of unprocessed plutonium remain within discharged irradiated spent nuclear fuel at (a) nuclear reactor sites and (b) Sellafield.
Plutonium is a by-product of nuclear fission, and it is present in small quantities in spent irradiated fuel. However, the quantities would vary based on the fuel and reactor type.
The Office for Nuclear Regulation publishes annual figures on estimated amounts of plutonium contained in spent civil reactor fuel in the UK. Advanced Modular Reactors (AMRs) have the potential to provide reliable, low-carbon energy for electricity generation and energy uses beyond baseload power.
At the Spending Review, the government committed to provide a pathway for privately-led advanced nuclear technologies. Great British Energy – Nuclear has been tasked with assessing proposals within a new framework, with the National Wealth Fund exploring potential investment opportunities and the Department for Energy Security and Net Zero exploring revenue support for viable projects. The new framework will be published shortly.
