As the independent regulator for telecommunications, Ofcom is responsible for making regulatory decisions in the fixed telecoms sector, including on the Physical Infrastructure Access (PIA) product.
DSIT is engaging on this issue with Ofcom at an official level. In July, we published our draft Statement of Strategic Priorities for telecommunications, the management of radio spectrum, and postal services that sets out the Government’s view on infrastructure sharing in the fixed telecoms sector, including asking Ofcom to demonstrate greater transparency in how they calculate and set PIA prices.

We are committed to ensuring 99% of premises receive gigabit coverage by 2032. We will continue to work in partnership with industry to deliver the fibre rollout and will maintain a stable pro-competition regulatory environment to encourage private investment.
However, where network operators choose to deploy their services in commercially viable areas is a commercial matter, and the government will not intervene in private business decisions.
Through Project Gigabit, we are addressing gaps in coverage by delivering gigabit-capable connections to premises not included in suppliers’ plans. As of the end of September 2025, over 1.3 million premises in hard-to-reach communities across the UK had been upgraded to gigabit-capable broadband through government-funded programmes.
Alongside this, over one million further premises have been included within contracts to provide access to gigabit-capable broadband, with funding of over £2.4 billion through Project Gigabit.

My officials are regularly engaging with Ofcom to ensure that we have the right regulatory environment in place to promote competition and investment in the fibre roll-out across the UK, including in rural areas.

According to the independent website Thinkbroadband.com, almost 82% of premises across Lincolnshire can access a gigabit-capable connection, we aim to get that to 99% by 2032. To extend connectivity further, Quickline is delivering a Project Gigabit contract across Lincolnshire and East Riding, which is currently expected to provide access to a gigabit-capable broadband connection to approximately 30,000 premises within Lincolnshire. A further contract with CityFibre is planned to benefit premises in West Lincolnshire as well as within Nottinghamshire.

As set out in the Written Ministerial Statement on 21 July we will consult on policy measures later in the autumn to create a new right for leaseholders in England and Wales to request a gigabit broadband connection and a duty for freeholders to not unreasonably refuse the request. We are working closely with the Ministry of Housing, Communities and Local Government (MHCLG) on the policy proposals and we will seek to legislate for these measures when parliamentary time allows.
Scottish Tenements are a devolved matter and governed by Scotland. We're engaging with the Devolved Nations on a range of issues relating to the deployment of digital infrastructure, including issues relating to access.

As the independent regulator for telecommunications, Ofcom is responsible for making regulatory decisions in the fixed telecoms sector, including on dark fibre in the leased lines market. DSIT regularly engages with Ofcom and industry stakeholders on these and related issues.
DSIT provides steers to Ofcom through our Statement of Strategic Priorities (SSP) for telecommunications, the management of radio spectrum, and postal services. Ofcom must have regard to this when making regulatory decisions, including in the context of the Telecoms Access Review.
In July, DSIT published a consultation on a draft updated SSP that sets out the Government’s view on business connectivity, setting it as a priority for the regulator. Officials are currently reviewing responses to the consultation and DSIT will publish its response in due course.

The initial scope of project Reach is for mobile coverage improvements in the major stations and a number of tunnels and cuttings on the main lines only. Internal team mobilisation has progressed, and Network Rail have also down selected the design and build contractors to undertake the physical works that are due to start early in 2026.
Agreements are also progressing on finalising prioritisation order with the public mobile operators.

Project Gigabit is the Government’s programme to deliver gigabit-capable broadband to UK premises that are not included in suppliers' commercial plans. Our goal is for nationwide gigabit coverage by 2032, ensuring at least 99% of UK premises can access a gigabit-capable connection.
More than £2.4 billion of Project Gigabit contracts have already been signed to connect over one million more premises with gigabit-capable broadband. These premises fall predominantly in rural areas.
However, our expectation is that some remote premises will remain too expensive to build a gigabit connection to. We continue to consider what can be done to further enable alternatives to fibre connections.

CityFibre is delivering Project Gigabit contracts across East and West Sussex, as well as Hampshire. These contracts currently include approximately 4,750 premises in the Chichester constituency.
All Project Gigabit contracts include criteria and obligations regarding time and budget against which suppliers’ performance is monitored. These include measures to manage effective build plans, milestones, risks and issues.
My Department holds regular meetings with suppliers to discuss their progress. Each supplier’s performance is measured using monthly contractual reporting, reviewing the build progress and payment claims on each contract.
Failure to deliver to a contract milestone on any build phase of a contract can result in the trigger of a rectification plan process and cessation of payments until the milestone is achieved.
Beyond Project Gigabit, in areas where deployment is commercially viable, we have created a competition-friendly environment to support the roll-out of gigabit broadband.

The tranche 1 fibre commitment for Project Reach of 1000km includes the rail route Manchester–Crewe–Stafford which runs via Stockport.
Stockport station is not currently included in the initial list of 12 NR managed stations identified for improvements to mobile coverage. However, there could be scope to include this as part of the flexible interventions once the priority stations and tunnels have been delivered.

Competition in the broadband market leads to positive outcomes for consumers, including widespread coverage and competitive pricing. We do not intervene in commercial deployment decisions.
We are aware that having multiple operators can mean deployment of overlapping networks. The sharing of ducts and poles between operators can minimise the disruption this can cause. To support, this Ofcom has put regulations in place to require Openreach to give access to its physical infrastructure to other networks. The Access to Infrastructure (ATI) Regulations 2016 also gives operators the right to request access to another operator’s physical infrastructure to facilitate sharing across utility, transport and communications sectors.

Ofcom’s Physical Infrastructure Access (PIA) framework supports market entry and expansion by alternative network operators via access to Openreach’s ducts, poles, and other utility infrastructure.
Ofcom has powers to impose access conditions on electronic communications networks, enabling third party infrastructure access on fair and reasonable terms, conditions and charges, and without undue discrimination.
My officials meet with Ofcom on a regular basis to discuss a range of regulatory issues including PIA. The Government supports this framework but will not intervene in independent Ofcom decisions regarding fee pricing structure or the adequacy of the current level of fees.

The government continues to work with the broadband industry and regulatory bodies to support take-up of gigabit-capable broadband.
The government welcomes the introduction by Ofcom of new guidance to ensure consumers are told in clear terms, at point of sale, about the technology that underpins their broadband service.
We also welcome the launch of One Touch Switch (OTS) by industry. Consumers now only have to contact their new provider when they wish to switch provider. OTS should support take-up of gigabit broadband as it makes it more straightforward for consumers to upgrade and move providers.

The government sees the use of consistent terminology between providers as a means to support take-up of gigabit capable broadband services and we continue to engage with Ofcom on this topic.
The government is planning to consult on the draft updated Statement of Strategic Priorities (SSP) for telecommunications, the management of radio spectrum, and postal services in the coming weeks. As part of the consultation process, we would welcome views on content of the SSP from industry stakeholders.
