Mr. Alexander: To ask the Secretary of State for Social Security if he will set out statistical information relating as directly as possible to the Paisley, South constituency, the effects on Paisley, South of his Department's policies and actions since 2 May 1997. [153762] Mr. Rooker: The Department's policies and initiatives have made a significant contribution to the Government's overall objectives of: Eradicating child poverty in 20 years, and halving it within 10; Promoting work as the best form of welfare for people of working age while protecting the position of those in greatest need; and, Combating poverty and promoting security and independence in retirement for today's and tomorrow's pensioners. These goals are being pursued nationwide and our achievements are set out in our annual "Opportunity for all" reports. Our second report, "Opportunity for all--One year on: making a difference" (CM4865, September 2000) sets out what progress has been made in the past year, as well as highlighting what more needs to be done. Nationwide statistical information is necessarily more complete than constituency level data, but the following provides a comparative guide to the effect of the Department's policies and actions in Paisley, South since May 1997. Measures in our five Budgets so far will lift over 1.2 million children out of poverty. These include record increases to Child Benefit, the introduction of the Working Families Tax Credit, increases in the income- related benefits, the minimum wage and tax changes. Child benefit will be worth £15.50 a week for the eldest child and £10.35 a week for other children from April 2001: nationally about 7 million families receive child benefit, and in Paisley, South 8,436 families benefit. We now have the lowest unemployment rate in 25 years. The New Deals have helped lone parents, the young unemployed, the long-term unemployed, the over 50s and partners of the unemployed to move from benefit into work. In the period since May 1997 the number of people claiming Jobseekers' Allowance nationally has reduced from 1,562,400 to 1,044,900; in Paisley, South the number has reduced from 2,400 to 1,600. Since May 1997 the number of lone parents who claim Income Support has decreased from 1,013,500 to 894,100 nationally and in Paisley, South from 1,800 to 1,500. Older people are disproportionately affected by fuel poverty. So we have introduced Winter Fuel Payments to help with their heaviest fuel bill. This winter, the payment is £200 for households who qualify. Around 13,800 older people in Paisley, South have received a Winter Fuel Payment for this winter. To demonstrate our commitment to combating pensioner poverty, this year we will spend £4.5 billion extra in real terms on pensioners. Some 13,100 pensioners in Paisley, South will benefit from the substantial increases in the basic state pension this April and next; this year's increase is £5 a week for single pensioners and £8 for couples. In addition we have introduced free TV licences for the over 75s of whom we estimate there are about 4,900 in Paisley, South. 2,700 pensioner families in Paisley, South are receiving the Minimum Income Guarantee, which we introduced in April 1999 to help our poorest pensioners. From April they will be at least £15 a week, or £800 a year, better off in real terms as a result of Government measures since 1997. Other reforms in the pipeline include: the new Pension Credit in 2003 designed to ensure that pensioners benefit from their savings; the launch of Stakeholder Pensions in April this year; and the introduction of the State Second Pension in April 2002 both of which will help provide greater security for tomorrow's pensioners.

[153763] Miss Melanie Johnson: Paisley, South, along with the rest of the United Kingdom, is benefiting from the long- term action we have taken to build economic stability and secure high and stable levels of growth and employment. Since the general election, claimant unemployment in the constituency has fallen by 971, or 35 per cent., youth unemployment is down by 85 per cent., and long-term unemployment has fallen by 61 per cent. Macro-economic stability is being complemented at the micro-economic level by the Government's policies to ease the transition from welfare into work and to make work pay. To the end of December 2000, the New Deal for 18 to 24-year-olds had helped 946 young people in Paisley, South constituency gain valuable skills and experience--487 (51 per cent.) of whom had moved into employment. The Working Families Tax Credit (WFTC), introduced in October 1999, is helping to make work pay for low and middle income families. In August 2000, 1,700 families in Paisley, South constituency were benefiting from WFTC. The Government are also committed to policies which enable pensioners to share in the country's rising prosperity. All pensioners, including 13,100 in Paisley, South, will receive an above-inflation increase in the basic state pension from April 2001. Single pensioners will receive an extra £5 a week, and couples will receive an extra £8 a week. All pensioners aged 75 or over have also been entitled to a free TV licence since November 2000-- including around 8,900 in Paisley, South.

Letter from Peter Mathison to Mr. Douglas Alexander, dated 9 March 2000: The Secretary of State has asked me to reply to your recent Parliamentary Question about what estimate he has made of (a) the number of claimants and (b) the cost of cold weather payments in Paisley South constituency in (i) 1996, (ii) 1997, (iii) 1998 and (iv) 1999. Cold Weather Payments (CWPs) are triggered when the average temperature is recorded as, or is forecast to be, 0{o}C or below over seven consecutive days for a weather station area. Temperature information is collected through a network of 72 Met Office weather stations. Each weather station covers specified postcode districts. The information is not available in the requested format. This is because data concerning CWPs is collected by weather station areas. These areas do not correspond to Benefits Agency district or constituency boundaries. The attached table details the total estimated number of recipients and estimated total cost of CWPs during 1996 to 1999 for the weather stations serving the constituency area. However, it should be noted that the large Bishopton weather station area includes other constituencies as well as Paisley South. I hope this is helpful. Appendix One From this winter (1999/00) the postcodes within the Paisley South constituency were linked to Bishopton weather station. Prior to this winter, the constituency was served by Abbotsinch (Glasgow Airport) weather station, which closed last year. [48489] Mrs. Liddell: The information requested falls within the responsibility of the Chief Executive of the Office for National Statistics. I have asked him to reply. Letter from Tim Holt to Mr. Douglas Alexander, dated 3 July 1998: As the Director of the Office for National Statistics (ONS), I have been asked to reply to your recent question on earnings in Paisley South. The New Earnings Survey (NES) can provide earnings data for small geographical areas. However, the release of NES data is restricted to figures which are derived from a sufficiently large sample of employees, and which have an acceptable level of accuracy. Estimates of the number of men and women in Paisley South who earn less than the levels quoted cannot be provided, because the small sample size produces unreliable statistics. I have therefore provided data for Renfrewshire in the attached table. These are based on the 1997 NES, the latest for which data are available. The NES is based on a one percent sample of employees in the PAYE system and is therefore likely to under-represent relatively low paid staff earning below the tax threshold and in particular those who work part-time. The extent of this bias may be estimated for Scotland by using data from the NES augmented by data from the Labour Force Survey (LFS). This suggests that the estimate of the overall proportion of employees aged over 21 years earning below £3.60 could understate the true position by as much as 4 percentage points. However, it is unlikely that the occurrence of lower paid jobs is uniform across the region, and so it would be wise to treat this figure as broadly indicative rather than a precise estimate.
