Hamas and other terrorist organisations are putting Palestinian civilians at grave risk by embedding themselves in the civilian population and civilian infrastructure. The UK is aware of reports of Hamas and other terrorist organisations using healthcare facilities and other infrastructure, such as schools, as bases and command nodes.

This does not absolve parties from their responsibility to ensure that their actions are compliant with International Humanitarian Law, and minimise harm to civilians. The UK is particularly clear that civilian buildings must not be targeted, and extra care must be taken in relation to hospitals and other medical facilities.

The UK takes allegations of neutrality violations extremely seriously including reports of diversion of equipment. This is something we monitor closely in our annual assessment of UNRWA. UNRWA has a number of measures in place to prevent aid diversion.

We are closely following the independent investigation into UNRWA neutrality policies and systems, led by Catherine Colonna, which will look at all aspects of UNRWA's work.

The UK Government regularly assesses the impact of Iran's destabilising activity throughout the region, including its political, financial and military support to several militant and proscribed groups, including Palestinian Islamic Jihad (PIJ). Such activity compromises the region's security, its ability to prosper and escalates already high tensions, with consequences for the international community. It is for this reason that we currently have over 350 sanctions in place against the Iranian regime. PIJ and other terrorist groups must cease their campaign of violence, for which there is no justification. As the Foreign Secretary said in his 14 May statement, we welcome the current Egyptian-brokered ceasefire and urge all sides to de-escalate tensions.

We have not made this assessment. We continue to monitor the ongoing humanitarian situation in Gaza. All countries, including Israel, have a legitimate right to self-defence, and the right to defend their citizens from attack. In doing so, it is vital that all actions are proportionate, in line with International Humanitarian Law, and are calibrated to avoid civilian casualties. We unequivocally condemn the firing of over 1,100 rockets at civilians by Palestinian Islamic Jihad, and the ongoing campaign of terror attacks by the group, which has resulted in the deaths of innocent civilians, Israelis and Palestinians alike.

The Government takes its defence export responsibilities extremely seriously and operates some of the most robust export controls in the world. All applications for export licences are assessed on a case-by-case basis against strict criteria. We will not issue a licence if there is a clear risk that the equipment might be used for internal repression. The Government continues to monitor closely the situation in Israel, Gaza and the West Bank, and if extant licences are found to be no longer consistent with the Criteria, those licences will be revoked.

Such activity compromises the region's security, its ability to prosper and escalates already high tensions, with consequences for the international community. It is for this reason that we currently have over 200 EU sanctions listings in place against Iran, including the Islamic Revolutionary Guard Corps in its entirety; have proscribed Hamas' military wing as a terrorist organisation; and support the enforcement of UN prohibitions on the proliferation of weapons to non-state actors in the region, including to Lebanese Hizballah (UNSCR 1701).

We have long been clear about our concern over Iran's continued destabilising activity throughout the region including its political, financial and military support to a number of militant and proscribed groups. Hamas' military wing has been proscribed as a terrorist organisation by the UK since 2001. The UK maintains a no contact policy with the group in its entirety.

We remain deeply concerned by Iran's support to a number of militant and proscribed groups in the region, including Palestinian Islamic Jihad (PIJ). This support directly undermines prospects for regional security and lasting peace in the region. Longer term, we encourage relevant parties to put forward sustainable proposals to resolve the threat posed to Israel's security by Hamas, Palestinian Islamic Jihad and other militants in Gaza. Misrule is leading to dreadful consequences for the people of Gaza and also of Israel. The perpetual cycle of violence does not serve anyone's interests, and must end.

We remain deeply concerned by Iran's support to a number of militant and proscribed groups in the region, including Palestinian Islamic Jihad (PIJ). This support directly undermines prospects for regional security and lasting peace in the region. The UK notes with concern the recent escalation in Gaza, including indiscriminate rocket fire which places civilians at risk. Any attacks targeted against civilians are unlawful and unjustifiable. We call on all sides to maintain calm. We have been clear about the dangers of further escalation. A regional conflict is in no one's interest. We will continue to work with international partners to support stability in the region.

As we made clear in our statement on 13 November 2019, indiscriminate attacks against civilians are unacceptable and unjustifiable, and make peace harder to achieve. The ongoing decision by Hamas and Palestinian Islamic Jihad (PIJ) to embrace violence and reject the Quartet principles lies at the heart of the Gaza situation. The UK fully supports Israel's right to self-defence and to defend its citizens from such acts of terror.
