That this House congratulates residents of Millionaire Street, ML5 3PL in Coatbridge on sharing a £1 million win in the People’s Postcode Lottery; recognises that the People’s Postcode Lottery is a strong supporter of local causes and charities, with a third of each ticket’s price going to local organisations in communities across the country; welcomes Postcode Community Trust’s donation of more than £250,000 to six organisations based in the community; understands that the list of Coatbridge organisations that have benefitted from the Trust’s awards includes Coatbridge Citizens Advice Bureau, Deaf Services Lanarkshire, Cliftonville & Coatdyke Community Group, Shining Stars ASN Theatre School, the Albion Rovers Community Trust, and More Than Fibro; and believes that the award of monies to these organisations will contribute to the excellent work that these organisations do supporting underrepresented groups in Coatbridge and Bellshill.

On the annual sales limit on the People’s Postcode Lottery, the Minister says that he wants to have some evidence on why an additional increase is necessary. Since the advent of the pandemic, funding and fundraising have come under increasing pressure, and that has led to charities in my constituency closing. Saje Scotland, a domestic violence charity, was unable to access funding, so the evidence of the need is there for everyone to see. Will he at least consider an additional uplift to the annual sales limit in the interim, so that charities can access meaningful funding and are not forced to close down because of a lack thereof?

I think it is important to put it on record that almost every other society lottery is nowhere near those limits, but I do recognise that it may be getting tight for some of the individual trusts in the People’s Postcode Lottery. We have been speaking to the Gambling Commission to see what else it can do by using some of the other trusts at its disposal to increase that funding, but I take on board the points the hon. Member made.

That this House congratulates Hopscotch Theatre Company, based in Govan in Glasgow South West constituency, on their award of a £24,010 grant from the People’s Postcode Lottery; understands this funding will be used to put on their production of Plop! In the Ocean, which is an ancient Greek comedy for children aged between eight and 12; notes that the show was created using the diaries and experiences of Sarah Mooney, former Roald Dahl Foundation storyteller, sailing across the Atlantic Ocean with a group of twelve female-identifying scientists who were studying the impacts of plastic pollution and ocean toxicity on our seas; supports the aims of the production to educate children and young people, in an age appropriate way, about the dangers of plastic pollution to our oceans and the small everyday actions we can all make to change this; further supports Hopscotch Theatre Company’s plan to tour the production to thirty primary schools in Edinburgh and the North East of Scotland, with each school receiving an hour long performance of Plop! along with a creative resource pack to support pupils learning before and after the production; and wishes Hopscotch Theatre Company good luck with their production and success in all its future endeavours.

The Government recognises the importance of society lotteries as a fundraising tool for charities and other organisations. Society lotteries are a vital source of funds for these organisations, raising over £400 million a year.
In 2020, we legislated to raise the annual sales limit for large society lotteries from £10 million to £50 million. Each organisation with a society lottery licence is therefore able to sell up to £50 million of tickets per year. Most society lottery operators have sales well within this annual limit, meaning there is plenty of scope for them to continue to grow.
The People’s Postcode Lottery (PPL) has indicated that 4 trusts are at the £50m limit and 10 trusts are expected to reach it by 2025. We have shared advice with PPL on mechanisms under the current framework that could help alleviate the pressure on their higher selling trusts.

I think we all recognise and welcome the changes that the Government made at the time, but having listened to the Minister I want to press him on two points. First, does he accept that there is a place for both the national lottery and the society lotteries? We are...

I take those two points. I absolutely agree that society lotteries and the national lottery can coexist; they have done throughout the existence of the national lottery. I will come to the point about the People’s Postcode Lottery in a moment.
Just last week, I met the current operator of the...

May I press the Minister a little more on that? If he is not willing to deal with it immediately, would he look at it as a matter of urgency, given the number of charities that are being detrimentally affected?

My right hon. Friend has obviously seen a copy of my speech, because I am coming to that in a moment. We will need to carry out a consultation—we have to do that— take account of those views, study the evidence, seek the views of other Government Departments and find...
