To ask the Minister for the Cabinet Office, pursuant to the Answer of 9 June 2025 to Question 54760 on Civil Servants: London, whether he plans to require any civil servants based in London to compulsorily relocate as part of the Places for Growth scheme.
London-based civil servants will not be required to compulsorily relocate as part of Places for Growth. Role relocations will occur predominantly through churn and some London-based civil servants may choose to voluntarily relocate.

On 14 May, the Government announced it will be:
Strengthening its presence in 13 cross Government locations across the UK.
Ensuring that 50% of UK-based SCS are located outside of London by 2030.
Strengthening the talent pipeline by launching a new apprenticeship programme, setting an ambition for 50% of Fast Stream roles to be based outside London by 2030, and committing to develop and launch a local government interchange programme in partnership with the Local Government Association (LGA).
Reducing the number of Civil Service buildings in London, closing 11 buildings by 2030 to deliver £94m in savings per year.
Launching two new thematic campuses, an Energy Campus in Aberdeen and a Digital & AI Innovation Campus in Manchester.
In June, the Government announced that PfG’s existing thematic campuses in Darlington, Sheffield and Leeds will be leading a new approach to bring together policy makers with those on the frontline to support mission delivery.

Places for Growth is overseen by the Places for Growth Portfolio Oversight Board, led by Beth Russell, the Second Permanent Secretary at HM Treasury.

Stoke-on-Trent is proud to still be the largest recipient of the levelling-up funding announced to date, and the second-largest recipient of the Places for Growth programme, through which we now have 500 Home Office jobs coming to our great city, with 100 jobs recruited, another 160 being advertised and the office due to open in March at Two Smithfield, a regeneration site led by Councillor Abi Brown and her fantastic Conservative councillors on Stoke-on-Trent City Council. Will my right hon. Friend congratulate Councillor Brown and the Home Office on securing those important jobs for our local area and place on record my thanks to the Cabinet Office for all its hard work in making this achievement come true?

I know that my hon. Friend has campaigned long and hard on this issue, and I congratulate him and his area on achieving that huge goal. What steps his Department is taking to support the opening of a Home Office innovation centre in Stoke-on-Trent as part of the Places for Growth programme.
Places for Growth is relocating 22,000 roles from London by 2030, increasing opportunities and providing an economic boost to cities and towns across the UK.
The Home Office has a comprehensive Stoke-on-Trent programme and has already recruited around 100 of the 500 roles that will be based at the Stoke-on-Trent Innovation Centre by 2025. Officials continue to work closely with the City Council and local organisations on this work.

I have regular discussions with Cabinet colleagues on a range of issues, including the Places for Growth programme.
The Places for Growth programme is delivering the UK Government’s commitment to move 22,000 Civil Service roles and 50% of UK-based Senior Civil Service roles, out of Greater London by 2030. Wales has already benefitted from this work including the establishment of a Trade Hub for Wales and a dedicated DLUHC Wales area team based in the UK Government’s Cardiff Hub (Ty William Morgan). Furthermore, as detailed in the Levelling Up White Paper, Wales will benefit from the relocation of around 500 non-operational Ministry of Justice roles to sites including Cardiff, Swansea and Wrexham.

The Scotland Office has frequent conversations with our Cabinet colleagues, and I am pleased with the progress made so far relating to the Places for Growth agenda with 1,524 Civil Service roles committed for relocation to Scotland, including senior and policy roles and an increased Ministerial presence in our Scotland hubs.

The creation of additional Government roles in Northern Ireland remains a key priority for the Government and the Northern Ireland Office.
Bringing new roles to Northern Ireland will deliver on our commitment to level up right across the UK and increase prosperity in Northern Ireland. The Secretary of State for Northern Ireland and I continue to work closely with the Minister for Levelling up and other Cabinet colleagues to drive this important work forward.
I am also pleased to advise that my Department has recently relocated to the Government Hub at Erskine House in Belfast City centre.
