To ask the Secretary of State for Science, Innovation and Technology, what assessment she has made of the potential impact of Natural Environment Research Council funding rules on UK Polar research.
The Natural Environment Research Council (NERC), part of UK Research and Innovation (UKRI), is the leading funder of natural environment research in the United Kingdom. The British Antarctic Survey (BAS) is part of NERC and operates polar infrastructure and facilities on NERC’s behalf, including the polar research vessel and research stations, to enable polar science and research activity. NERC funding, including to polar research, is delivered via competitive, peer-reviewed application processes. Awards are made to Research Organisations based on terms and conditions detailed in NERC’s Research Grants and Fellowships Handbook. NERC also supports strategic research and national capability programmes.

Our assessment of rising sea levels, derived from the Sixth Assessment Report of the Intergovernmental Panel on Climate Change, includes modelling of the Arctic and Antarctic ice melt and takes accelerated rise in regional temperatures at the poles into account.

The UK is committed to achieving Sustainable Development Goal 14 – preventing and significantly reducing marine pollution of all kinds. Marine litter is a global issue affecting every region of the world’s oceans and therefore needs global action. To achieve this goal we are working through a number of organisations and multilateral organisations.
We played a leading role within the G7 to drive ambitious action under the Ocean Plastics Charter in 2018 which has secured support from 16 governments and 20 businesses and organisations.
In April 2018 the Prime Minister launched the Commonwealth Clean Ocean Alliance, an action group under the Commonwealth Blue Charter that takes action on marine plastic pollution. Led by the UK and Vanuatu, 24 Commonwealth country members of the CCOA have pledged ambitious action to tackle plastic pollution. The CCOA is supported by a package of UK aid of up to £66.4m, which will provide technical assistance and boost much needed research and innovation to stop plastic entering the marine environment in the first place.
In the Polar Regions, the UK has maintained strong involvement in finalising the environmental aspects of the Polar Code, through the International Maritime Organization (IMO) and Protection of the Marine Environment Working Group (PAME). The Polar Code includes mandatory measures covering pollution prevention from various wastes. The dumping of plastic waste in Antarctica is prohibited and UK fishing operators are leading action to reduce plastic pollution released into Antarctic waters.

To ask the Secretary of State for Environment, Food and Rural Affairs, what recent discussions she has had with her overseas counterparts on proposals to protect the Last Ice Area and its polar bear population.
Defra has had no recent discussions with our overseas counterparts on proposals to protect the Last Ice Area. We were however pleased that polar bear range countries committed to the first-ever circumpolar, 10 year action plan in 2015 to protect and manage the bears and their habitat. The UK supports this collaborative approach as the way forward to ensure the long term conservation of the species.

The Government has not yet implemented the Polar Code which is due to enter into force next year. However, we will formally consult all stakeholders, including the Scottish Government, before we introduce the UK Regulations.

The International Code for Ships Operating in Polar Waters as adopted by the International Maritime Organization addresses the standards and operation of ships in the Polar Regions. It is intended to provide an appropriate level of safety and environmental protection for vessels operating in these regions.
No specific assessment has been made of the Code’s impact on Scotland. However, there was wide consultation with British stakeholders during the negotiation of the Code ahead of it being adopted in the IMO’s safety committee in 2014 and environment committee in 2015. The Government believes that UK ports and shipping industry are well placed to meet their obligations under the Polar Code when it comes into force in 2017, and to ensure that British activities in the Polar Regions continue to be undertaken in a safe and environmentally responsible way.

DECC works closely with other Government Departments, including the Foreign and Commonwealth Office and the Department for International Development, as well as FCO's attaché network, to address climate change. Within this, we co-operate with the FCO in relation to the effects of climate change in the polar regions. Some of the ways in which we work together include:
DECC is a member of the Cross-Whitehall Arctic Network, hosted by the FCO, which regularly meets to discuss all matters pertaining to the Arctic including the impacts of climate change.
DECC and the FCO are working together to produce the climate change elements of the Government's Arctic Policy Framework, which will be published this summer.
Both DECC and the FCO work closely with the Natural Environment Research Council, and the British Antarctic Survey in particular, on developing Arctic and Antarctic climate science.

The Secretary of State for Energy and Climate Change, the right hon. Member for Kingston and Surbiton (Mr Davey) has not had any recent discussions with the British Antarctic Survey (BAS), regarding its research into climate change in the polar regions. However, I visited BAS in 2011, to learn more about its research work. My officials are in regular contact with BAS scientists and one of its scientists has been working on a part-time basis with DECC as a Government Knowledge Integrator, since August 2012.
