The Environment Agency (EA) has undertaken a full investigation into the March 2023 oil spill in Poole Harbour and rigorously assessed Perenco’s £6 million Enforcement Undertaking (EU) in line with the EA’s Enforcement and Sanctions Policy. The package covers pollution clean‑up, compensation for verified claims, the development of a remediation plan, and funding for local environmental improvement projects. The EU was reviewed at both local and national levels within the EA to ensure it was proportionate, consistent, and reflected the operator’s level of responsibility.
Independent impact reports commissioned by the Recovery Co‑ordination Group found that the environmental harm from the incident was short‑lived and localised, with limited long‑term impacts on wildlife, community, and the local economy.
Perenco has additionally implemented operational improvements to reduce the risk of future incidents. Based on the EA’s assessment and the findings of the impact reports, the Secretary of State has not identified a need for further compensation.

The £6 million figure covers the pollution cleanup, compensation for verified claims, collaboration with the relevant authorities to develop and implement a remediation plan, and funding for local environmental improvement projects in the Poole Harbour area.
It does not include lost income while the pipeline was out of operation, nor the additional upgrades made on-site to reduce the risk of a similar incident in the future.
An Enforcement Undertaking (EU) undergoes a rigorous review at both local and national levels within the Environment Agency to ensure it complies with policy, is applied consistently across the country, and accurately reflects the seriousness of the pollution and the operator’s level of responsibility.

Protected sites do afford some protection to habitats associated with seahorses. Seahorses are also a protected species under the Wildlife and Countryside Act 1981; but the legislation makes no provision for monitoring or reporting on the condition of the population.
Seahorses are known to be present in Poole Harbour and seahorse surveys have been carried out by the Seahorse Trust; evidence of their presence has also been identified from surveys not focused on the species. Collectively the evidence indicates a resident population of seahorses found year-round in the harbour.

In December 2023, the previous government awarded Dorset council £4.63m in Round 1 of the Local Nutrient Mitigation Fund to support the delivery of local nutrient mitigation schemes that would provide mitigation and unblock stalled development.
The present government awarded Poole Harbour a further £100,000 in Nutrient Support Funding in Autumn 2024.
These funds are intended to be used and recycled locally in a way which helps to unlock housing while mitigating the effects of nutrient pollution.
The government has not made an assessment of the potential impact of the scheme on affordability.

Defra is not planning to review the regulatory framework for Inshore Fisheries and Conservation Authorities (IFCAs). IFCAs already have a duty to manage inshore fisheries sustainably, balancing socioeconomic factors with protecting the marine environment, including Atlantic salmon. Southern IFCA have published a Salmonid Good Handling Code of Practice and introduced a Net Fishing Byelaw in 2023, both of which help to protect salmon in Poole Harbour.

To improve the water quality in Poole Harbour, the Environment Agency focuses on improving nutrient and soil management efficiency of surrounding farmland rather than funding algal harvesting. A feasibility study commissioned by the Environment Agency has concluded that algal harvesting in Poole Harbour would have little material impact on the water quality in the harbour and that the harvesting process may have a detrimental impact on the bird population, with the costs outweighing the benefits.
