In the year ending June 2024, there were 6,290 ‘Theft of mail’ offences recorded by the police across England and Wales, a 26% decrease compared with the previous year.
Theft, including the theft of post boxes is a serious issue. This Government recognises the distress and disruption that theft and vandalism can cause, not only to businesses, but also to local communities and critical infrastructure.
That is why we are putting 13,000 additional police officers and personnel into neighbourhood policing roles. This will ensure that everyone has a named, contactable officer, responsive to local problems including the theft of Royal Mail post boxes.
The 2025-26 final Police Funding Settlement provides funding of up to £19.6 billion for the policing system in England and Wales. This is an overall increase of up to £1.2 billion when compared with the 2024-25 settlement and includes an additional £200 million to kickstart the first phase of the additional neighbourhood policing roles.

Ofcom is the independent regulator for the postal sector, and it sets and monitors the network access requirements that Royal Mail must provide to meet the reasonable needs of customers. The government meets with Ofcom regularly but has no role in Ofcom's regulatory decisions.

Royal Mail is an iconic part of the UK’s infrastructure, and the government has ensured that the takeover has been properly scrutinised. The government has secured a commitment from EP Group, the potential buyers, to ensure that Royal Mail retains control of assets necessary to deliver the universal service obligation and an additional commitment to ensure that Royal Mail continues to use the Royal Cypher in accordance with existing arrangements.
Specific operational arrangements and agreements for historic post boxes continue to be a matter for Royal Mail as an independent business.
That this House notes that low level letter boxes cause back injuries to postmen and women each year, force postal staff to stoop to ground level whilst carrying mail items and thus can cause back strain; further notes that low level letter boxes also present an increased risk of dog bites; also notes that the Communications Workers Union are calling for a standardised letter box height and safe design well above ground level and that they have been campaigning to outlaw low level letterboxes for many years, first raising the issue back in 1958; also notes that the EU standard requirement is for letterboxes to be at a height accessible to postal workers, significantly reducing possible injuries such as dog bites, fingers being trapped, or back strain caused when bending excessively or repeatedly to reach ground level boxes; also notes that this has not been enshrined into UK building standards and that low level letter boxes have been outlawed in many European countries, such as the Republic of Ireland in 2001; also notes that 154,000 days were lost in sick leave from Royal Mail in 2022 due to back pain, costing the Royal Mail £16 million, and that injury could be minimised by legislation to cover the manufacture of all new and replacement doors to have standardised letter box height and safe design well above ground level; and calls on government to promote the EU standard.

Ofcom, as the independent regulator for the postal sector, requires Royal Mail to ensure there is a post box within half a mile of the premises of at least 98% of users of postal services. Royal Mail is also required to report annually to Ofcom the number of customer complaints received about the provision and/or location of post boxes.

Ofcom’s regulatory framework requires Royal Mail to ensure that, for the UK as a whole, the premises of not less than 95% of users of postal services are within 5 kilometres of an access point (such as a post box, a Post Office or a Customer Service Point within a Delivery Office) and, in all postcode areas, the premises of 95% of users of postal services are within 10 kilometres of such an access point.
In its 2022 review of postal regulations, which included a public consultation, Ofcom decided to maintain this regulation as it considered that it remained appropriate to ensure widespread access to the universal postal service.

The Government does not hold any such data. Providing Royal Mail as the designated Universal Service Provider for the UK maintains its network of post-boxes in accordance with the framework set by Ofcom, the postal services regulator, decisions relating to local post boxes are made on operational grounds by Royal Mail’s management.
In 2014, Royal Mail announced plans to increase the number of post-boxes around the country to account for any local impact of new collection times. The company’s initiative involved moving low volume post-boxes to “collection on delivery” with postal workers emptying the box on their delivery round rather than providing an additional dedicated collection by van. In such cases, Royal Mail have said that they will ensure that there is a late-posting box within half a mile of each post-box that is restricted to earlier collections and that there will be clear sign-posting for customers on relevant post-boxes notifying them of their nearest late-posting box.
The majority of the 115,000 post-boxes around the country do however retain a 4pm or later final collection.

is a matter for Dorset police in the first instance. Concerns about such
thefts can also be raised with the office of the Police and Crime Commissioner

The Government does not have any role in Royal Mail’s operational decisions. Providing Royal Mail operate their services in compliance with the existing regulatory framework, as set down by Ofcom, decisions relating to their services can be made on operational grounds.
Royal Mail points out that the new arrangements relating to collections are needed in response to declining letter volumes which has left many post-boxes no longer covering their costs. Rather than decommission uneconomic post-boxes, the company is committed to ensuring their viability by improving the efficiency of collections arrangements.
Royal Mail have said that the majority of post-boxes will retain a 4pm or later final collection, as they have now, and they will ensure that there is a late-posting box within half a mile of each post-box that is restricted to earlier collections. The company is also aiming to boost public access to post-boxes in those areas around the country currently underserved with the addition of 2,000 new post-boxes. These will be targeted at rural areas, with a particular focus on Scotland and Northern Ireland, as well as to areas of new development that are currently not served by a post-box.
