The Postcode Address File is a privately-owned dataset. Ofcom’s regulations require Royal Mail to provide access to the Postcode Address File on reasonable terms.
Ministers and officials have regular discussions with Ofcom in its capacity as the independent regulator of postal services. If there were matters relevant to the Postcode Address File, they would be discussed in this forum.

The Postcode Address File is a privately-owned dataset. This was a decision taken as part of the privatisation of Royal Mail in 2013.
The Secretary of State for Business and Trade owns the responsibility for postal services legislation. Section 116 of the Postal Services Act 2000 requires the owner of the Postcode Address File to make it available to those who wish to use it, on reasonable terms. It also requires the owner to maintain it.

The Postcode Address File is owned by Royal Mail. Royal Mail’s terms of access to the Postcode Address File are regulated by Ofcom, the independent regulator for postal services. Ofcom requires Royal Mail to provide access to the Postcode Address File on reasonable terms. Royal Mail provides free access to small charities and microbusinesses in their first year.

Postcodes may be used for other purposes including by private and public sector organisations. The terms of access to the Postcode Address File are regulated by Ofcom, the independent regulator. However, other commercial products to identify locations for the purposes of deliveries and directions are also available.

The NHS COVID-19 app has been designed for use by people in England and Wales and does not recognise postcodes from elsewhere in the United Kingdom. The Scottish Government has developed their own contact tracing app, Protect Scotland, and people resident in Scotland are encouraged to use this app. Contacts between users of these apps will be detected and users will be notified of potential exposures. Scottish app users can continue to use the Protect Scotland app whilst visiting England and Wales.

BEIS has responsibility for the Arms Length Bodies who collect, curate, and maintain the foundational data that underpins the use of post codes and addressing.
Ordnance Survey (working in a consortium of members including Royal Mail, Office for National Statistics, Ordnance Survey Northern Ireland, National Records of Scotland) publishes 1.7m centroids for postcodes across the UK.
The location of the postcode centroid is automatically generated by averaging more granular address data and 'snapping' to the nearest address – which includes residential properties – in order to ensure it sits on a building, rather than potentially in the middle of a road, a lake or a field. This was designed to support the primary use case for post code and address-based navigation (i.e. getting to the right approximate location). Ordnance Survey are currently exploring how they locate the centroid for postcodes in their Code Point products and would welcome engagement from any interested parties.
Ordnance Survey also publishes the location of every individual address in its AddressBase products, which is used by emergency services and delivery companies to navigate to the correct property more efficiently and effectively.

The Postcode Address File (PAF), owned and maintained by Royal Mail Group, is the definitive list of postal delivery points for the UK and a key enabler of the Universal Service Obligation.
The PAF provides access to the private sector on reasonable terms, which are regulated by Ofcom, with free access to small charities and microbusinesses in their first year. On 1 April 2020, the Government extended the PAF Public Sector Licence for a further 3 years to ensure free at the point of use access to PAF data for all public sector organisations to support the delivery of effective and efficient public services.
