Mr. Burns: To ask the Secretary of State for Health what salary is paid to each primary care trust chief executive in England; and what the average salary for chief executives of primary care groups in England was in the year to 31 October 2002. [95210] Mr. Hutton: [holding answer 4 February 2003]: Information on the salaries of individual primary care trust and primary care group chief executives is not available centrally. I refer the hon. Member to the reply I gave on 24 October 2002, Official Report, column 509W. Primary care trusts are required to disclose in their published accounts details of the remuneration of senior managers, including the chief executive. Individuals may decline to give their consent to have this information published, relying on the Data Protection Act 1998. In this case, their decision to withhold the information should be disclosed in the published accounts. Salaries of primary care trust chief executives range from £78,625 to £107,500. However, in exceptional cases, the figures paid may be lower of higher. A copy of the framework used to determine the salaries for primary care trust chief executives in 2002-03 has been placed in the Library. Remuneration for primary care group chief executives was decided in line with Health Service Circular (HSC) 1998/017 by the PCG Board, and overseen by the health authority Remuneration Committee, who considered the weight of the post against other health authority senior managers when setting the level of remuneration. There was local flexibility to remunerate at a higher (or lower) band where appropriate. Salaries of primary care group chief executives ranged from £26,000 to £50,000. A copy of HSC 1998/017 has been placed in the Library.

Chris Grayling: To ask the Secretary of State for Health what structural reorganisations have taken place in the NHS since 1997; and what estimate he has made of the total cost to the NHS of structural reorganisation programmes since 1997. [59093] Mr. Hutton: We have abolished the internal market and devolved decision making in the National Health Service to the frontline. We have reduced the number of service commissioners from approximately 3,600 in 1997 to approximately 300 in 2002. The intention to replace general practitioner (GP) fundholding with primary care groups (PCGs) and primary care trusts (PCTs) was announced in the New NHS: Modern and Dependable as was the intention to reduce the number of health authorities (HAs) with the responsibility for commissioning services being delegated to PCGs and PCTs. This policy was reinforced by the NHS Plan and Shifting the Balance of Power. As a result of the new NHS Reform and Health Care Professions Act, the new health authorities will become strategic health authorities, and the changes to health authorities and PCTs under Shifting the Balance of Power will be in place from 1 October 2002. The number of NHS trusts has reduced through a series of locally led mergers and demergers with a number of community trusts merging with PCTs. The table shows the change in numbers of organisations and different levels of responsibilities within the NHS since 1 April 1997. _________________________________________________________________________________________________. Note 1: In practice, commissioning of services has been delegated from HAs to PCTs. HAs will become StHAs in October 2002, subject to the NHS Reform and Health Professions Bill. The establishment of primary care groups was funded using monies released by the abolition of GP fundholding. The previous Government had set aside an annual budget of £180 million to run fundholding. We have used those monies both to set up PCGs and to improve services to patients. Approximately £150 million additional monies was used following the establishment of PCGs. Approximately £63 million of central funding has been made available to support the establishment of primary care trusts. The New NHS: Modern and Dependable contained a commitment to deliver £1 billion management costs savings over five years (1997-98 to 2001-02), including £100 million in the first year. The changes as a result of Shifting the Balance of Power will release £100 million savings from reducing bureaucracy and this will be placed in a transitional fund in 2002-03 and 2003-04 and used to fund childcare facilities for NHS staff.

David Davis: To ask the Secretary of State for Health which primary care trusts/groups have met the national target for tooth decay in children. [50605] Ms Blears: There are two national targets for tooth decay in children aged five years. (a) A reduction in the average number of decayed, missing or filled teeth (dmft) to 1.0 teeth by the year 2003. (b) An increase in the proportion of children with no caries experience to 70 per cent. by the year 2003. The British Association for the Study of Community Dentistry carries out a survey on dental caries experience of five-year-old children every two years. The latest survey is for 1999-2000. The health authorities in England who have met either or both of the national targets for the year 2003 by 1999-2000 is shown in the table. Information is not available by primary care trust or primary care groups.
