Russia's recruitment of foreign nationals to fight in its illegal war against Ukraine is deeply concerning. The UK condemns any deception, coercion or trafficking linked to Russia's war effort and is working with partners to expose these practices, support accountability and disrupt those responsible. On 5 May, the UK announced sanctions targeting networks involved in trafficking vulnerable migrants to support Russia's war effort, including deceptive recruitment and exploitation. The UK calls for full compliance with international humanitarian law, including the humane treatment of prisoners of war and appropriate access and protection arrangements.

Russia must comply with its obligations under international humanitarian law, including the Geneva Conventions, in its treatment of prisoners of war. Under the Geneva Conventions, all parties must allow the International Committee of the Red Cross safe, unimpeded, and repeated access to prisoners of war wherever they are held, including for registration, monitoring of treatment and conditions, and enabling communication with families. We continue to raise these issues on a regular basis in international fora, and with our international partners.

The UK continues to raise our serious concerns about these reports of widespread torture of Ukrainian prisoners of war on the international stage. We strongly condemn any torture or ill-treatment of prisoners of war, and we continue to make clear that such actions violate international humanitarian law, including the Geneva Conventions.

Independent reporting by the UN Commission of Inquiry and the Organization for Security and Co-operation in Europe Moscow Mechanism has highlighted widespread abuses of prisoners of war, including violations of their fundamental rights. The UK has been clear that prisoners of war must be treated humanely and in full accordance with the Geneva Conventions and has called on Russia to meet its obligations under international humanitarian law. As per the UK's long-standing policy, it would not be appropriate to speculate about any future sanctions action, but - having already imposed on Russia the largest and most severe package of sanctions ever imposed on a major economy, alongside our international partners - we keep the scope for further action under constant review.
That this House solemnly commemorates the tragic sinking of the Suez Maru on 29 November 1943, in which 550 Allied prisoners of war, primarily British and Dutch, were being transported by the Japanese Imperial Army from Ambon to Surabaya; notes with deep sorrow that many of these prisoners, already gravely ill, perished when the ship was torpedoed by the USS Bonefish, unaware of its human cargo, and that those who survived the initial sinking were subsequently executed by Japanese forces in violation of international law; recognises the Suez Maru as one of the most harrowing examples of the suffering endured by Allied POWs in the Asia-Pacific theatre; further notes that this atrocity remained largely unacknowledged for decades; further recognises the Suez Maru Apology Campaign’s calls for an apology for the government at the time’s failure to support a war crimes trial; and calls on the Government to ensure that the memory of those lost is preserved through education, remembrance, and support for the families of the victims, particularly around Victory over Japan Day, as a solemn reminder of the cost of war and the enduring importance of international humanitarian law.

To ask His Majesty's Government what steps they plan to take to stop any killing of Ukrainian civilians and prisoners of war by Russian armed forces.
We condemn Russia's barbaric assault against Ukraine's civilian population. The Office for the High Commissioner of Human Rights reports that at least 13,341 civilians have been killed since February 2022. We have been clear that Russia's delaying of peace process to stop the bloodshed will only strengthen our resolve to help Ukraine to defend itself and use our sanctions to restrict Putin's war machine. Our latest sanctions of 17 June impact across Russia's financial, military and energy sectors.
The UK holds Russia accountable for the treatment of any prisoner in their custody. Members of the Ukrainian armed forces who are captured by Russia are entitled to Prisoner of War status and must be provided all the rights and protections afforded to them in accordance with the Geneva Convention. We condemn the exploitation of Prisoners of War for political and propaganda purposes. We regularly use our public communications and statements, including at the UN and the Organization for Security and Co-operation in Europe, to draw attention to Russia's treatment of Ukrainian Prisoners of War, calling on Russia to comply with international humanitarian law and demanding accountability.

To ask the Secretary of State for Defence, whether his Department plans to take steps to recognise people who were prisoners of war in the Far East at any VJ Day 80th anniversary commemoration.
The 80th anniversary of VJ Day in August 2025, led by the Department for Culture, Media and Sport, will serve as a significant occasion to honour the service and sacrifice of all those who served in the Far East and brought the Second World War to an end. The Government continues to recognise those that served in the Far East during World War II, with eligible personnel entitled to receive the Pacific Star and the Burma Star in recognition of their service.
