The China Business Environment programme, funded through the former UK cross-government Prosperity Fund (PF), supports work in protecting intellectual property, improving international standards, the investment environment, commercial dispute resolution and anti-money laundering initiatives. It is designed to contribute to a fairer, more transparent and predictable business environment for all business in China, including international and UK companies.
In 2020, the programme supported business environment reform in China by contributing to 3 major legal and regulatory changes; including on Foreign Direct Investment (FDI), anti-monopoly measures and strengthening China's legal regime on 'force majeure'. No country can defeat poverty without sustained economic growth. Middle income countries are home to around two thirds of the world's poor, and therefore need to not only generate new investment, growth and jobs, but also need to ensure that economic growth resulting from trade is inclusive and genuinely helps to reduce poverty, support gender equality and women's economic empowerment. It is in the UK's interest to support middle income countries to tackle these challenges.
Through the Prosperity Fund Global Trade Programme we are providing technical assistance to facilitate free trade and open markets for Official Development Assistance eligible middle income countries, in turn enabling greater investment with global value chains to create jobs and prosperity and lift the poorest sectors of society out of poverty.

The middle income countries covered by the Prosperity Fund's Global Trade Programme (GTP) were selected based on findings from qualitative and quantitative analysis, which included assessments on the potential benefits to poverty reduction through supporting their economic development, and their willingness and capacity of countries to engage with UK expertise. The GTP is currently focusing on interventions in Indonesia, Vietnam, Turkey, India, South Africa, Nigeria, Columbia, Mexico and Brazil; countries which account for a significant share of global economic activity: together they account for 26% of global GDP and 20% of global trade flows. We will keep open options to expand interventions regionally, including into other Prosperity Fund eligible countries, where there are benefits to be gained from synergies with the core programme.

Minister Burns signed a Memorandum of Understanding covering use of the £20 million we are investing in the Energy Programme using monies from the Prosperity Fund. We plan to publish it in due course.

Several Prosperity Fund programmes contribute to environmental issues in Brazil. The Green Finance programme supports work to improve the availability of private sector finance for high quality, sustainable infrastructure investment. The Energy programme will support Brazil's low-carbon transition by improving access to affordable, reliable and sustainable energy. The Future Cities programme will help to make more efficient use of resources and reduce transport pollution. The Government has, respectively, committed £5 million, £25 million, and £20 million to these programmes.

The Government plans to invest £51.7million in Brazil through the Prosperity Fund over the next four years: £14.4 million in 2019/20, £17.2 million in 2020/21, £15.2 million in 2021/22 and £4.9 million in 2022/2023. This funding will be allocated to our Future Cities, Energy Trade Facilitation, and Green Finance programmes.

Almost all of the Government's investment in Brazil through the Prosperity Fund has been allocated from Official Development Assistance. There is a small non-ODA budget allocated by the Treasury to the Prosperity Fund to support Secondary Benefits work.

Is not this obsession with fossil fuels, despite the fine words of the Secretary of State, just confirmation that this Government could not care less about addressing the climate emergency, which is, after all, one of the biggest threats to alleviating world poverty?

These funds are obviously administered by other Government Departments in compliance with the wording of the Act, so I am not sighted on the specifics of what the hon. Gentleman refers to. He will know that we do need to work together as a world to reduce emissions. One of the ways in which we are doing that is to encourage people to power past coal. Often we can do that by substituting less polluting fossil fuels. It may be in that context that these disbursements were made.
