The Government is reprioritising £454 million from the Department for Energy Security and Net Zero’s budget, including by switching £400 million of grant funding set aside for future international climate finance projects into loans, which could include projects such as the Tropical Forests Forever Facility. The remaining £54 million savings are expected from underspends in the Department’s budget.

To ask His Majesty's Government what changes they have made to the HM Treasury Green Book in the last two years; and what was the purpose of each change.
HM Treasury concluded its review of the Green Book in June 2025. Since then, it has published a clearer, shorter Green Book, ensuring decisions are no longer based solely on single metrics such as benefit-cost ratios (BCRs), but instead consider the full range of potential impacts.
HM Treasury has streamlined business case guidance, and has published the findings of an independent review into the Green Book discount rate, ensuring the government is taking a fair view of long-term investment proposals.
HM Treasury is also piloting place-based business cases (PBBCs) with four early adopter locations, working in close partnership with regional, local and devolved governments, including mayors, to test a new approach to appraisal that puts local objectives at the centre. Business cases for major projects and programmes are being published consistently, meaning the public can have confidence that every pound of taxpayers’ money is being spent on projects that deliver the best possible value.

As the hon. Gentleman knows this Government is increasing defence spending. This was set out in the 2025 Spending Review. The £15 billion uplift to defence spending was announced in the Defence Investment Plan. Any changes to defence spending will, of course, be reported to the House.

Capital budgets are managed flexibly within the Department's overall capital expenditure limits to maximise delivery against agreed priorities and outcomes.
The Department does not routinely identify specific programmes in advance for the redeployment of capital funding. Decisions are taken in-year based on delivery performance, emerging pressures, and departmental priorities. Where there is a need to reprofile expenditure between financial years, this must be considered and agreed with HM Treasury through the Supplementary Estimates process.
The Central Government Supply Estimates set out the budgets approved by Parliament, including the net budget for NHS Providers and the Department’s Programme and Administration expenditure. The Department has no plans to publish any additional breakdown beyond that information.
