There are a number of research functions that are due to transfer by the end of 2010-11.
Alongside the decisions on transferring functions, the Department is working closely with the management team in QCDA to ensure that staff are consulted and provided with all the support and information they need before functions are transferred. In taking these decisions, consideration is given to staff rights under the Cabinet Office's COSOP arrangements (Cabinet Office Statement of Practice) and the Transfer of Undertaking (Protection of Employment) Regulations (TUPE).In 2009-10, the Qualifications and Curriculum Authority (QCA) employed 683 members of staff. 535 of these members of staff remained in QCDA when QCA split into QCDA and Ofqual. In 2010-11, QCDA employed 416 members of staff. It is expected that there will be no staff employed by QCDA by the end of financial year 2011-12 as it is due to close in March 2012.Ministers and the Department have discussed the implications of QCDA's closure with a wide range of bodies including awarding bodies and their representatives, as well as other interested governmental bodies such as Ofqual. Decisions about which functions are to continue and which are to be transferred are set out clearly in the Secretary of State's letters to QCDA's chair.

In the final report from his Independent Review of Public Sector Relocation in March 2004, Sir Michael Lyons recommended that 20,000 civil service jobs should move from London, to contribute to the reform of public services and to improve regional growth and national competitiveness. Following the Government's response in July 2004, the Qualifications and Curriculum Authority (QCA) undertook to relocate 400 posts to Coventry by March 2010, as part of the Department's response to the Lyons agenda. The organisation remains on course to achieve this goal. Interim Ofqual, which is currently part of QCA, is now fully based in Coventry.For the period 1 April 2007 to 30 June 2009, total expenditure on relocation was £24.5 million. Of this, some £3 million was spent on consultants to provide specialist advice and skills not held within the organisation. The costs incurred over the short term will be offset by longer term savings. In particular, the rent payable for the organisation's office space will reduce from £6 million per annum in London to £1.4 million per annum in Coventry, and QCDA is using the opportunity of the relocation to restructure.Staff cost savings of approximately £400,000 per annum have already been generated, and this is expected to grow as more staff are recruited in the West Midlands. QCDA's annual administrative costs will be a forecast 5 per cent. lower in real terms after the relocation is completed.Expenditure on moving, including retention, relocation and redundancy payments provided to staff, and numbers of staff in receipt of payments is shown in the following table.
Costs met through relocation cover reimbursement of staff claims for physical moves to the Midlands, including for example stamp duty on the purchase of a new house or additional commuting costs to Coventry.

Dr. Ken Boston offered his resignation to the board of QCA on 12 December 2008. QCA announced his resignation the following day. A full investigation and review by the board of QCA was then undertaken. QCA announced the acceptance of his resignation and termination of employment on 1 April 2009.

The Qualifications and Curriculum Authority (QCA) was established in October 1997. Accounts for the authority during its first six months of operation (1 October 1997 to 31 March 1998) can be provided only at a disproportionate cost and are not included within this response.The Apprenticeships, Skills, Children and Learning Bill will seek to evolve QCA into a Qualifications and Curriculum Development Agency (QCDA), and establish Ofqual on a statutory basis as the new independent regulator of qualifications and assessment. Ofqual has been established in interim form under existing legislation since April 2008. Until proposed legislation comes into force, both the remaining parts of QCA and Ofqual, in its interim form, jointly occupy premises in London, Coventry and Belfast.Annual costs of rent, rates and utilities to QCA (including Ofqual) from the period 1 April 1998 to 31 March 2008 are shown in the following table.
