The Ministry of Defence (MOD) does not hold a central estimate of the full cost of disruption caused by drone activity in November 2024. The UK investigation into the disruption led by the MOD Police incurred an estimated cost £607,883.87. The United States Visiting Forces are the principal users of the sites concerned, so it would be for them to articulate any costs incurred through operational disruption.

Halving violence against women and girls is a decade-long mission for this Government. This case is extremely concerning and our thoughts are with the victim, and with the other victims whose experiences have subsequently come to light. Given the cross-agency nature of this case, officials are working across Government to establish the full facts, and FCDO engagement with the US authorities will form part of that work. We are also reviewing what guidance is in place for the police on this type of incident. We will not hesitate to act where victims are being let down.

Fortunately, the pilots were rescued. Mildenhall is home to a large fleet of aerial refuelling tankers. I do not know whether it was a tanker from Mildenhall that was lost, but I do know that there are six grieving families right now. Will the Secretary of State join me in extending our support and sincere condolences to our brave United States families? Wherever they are, they are in our thoughts.

Immediate measures were put in place following the incident at RAF Brize Norton to enhance existing security arrangements and increase vigilance at all Defence sites, and we have also engaged with the US Visiting Forces. You will appreciate that we will not comment on the specifics of those arrangements. We have also directed a full review of security arrangements across all Defence sites and will continue to liaise with our US colleagues accordingly.

In accordance with the 1973 Cost Sharing Arrangement (CSA), the US is responsible for bearing the cost for the operational running of the bases it occupies such as utilities, as well as any development in support of its forces at those locations. The different relative strengths of the tax bases of councils in England are taken into account in the Local Government Finance Settlement through the Settlement Funding Assessment (SFA) formula, which is used to calculate the SFA allocation that each authority is given.
When the Settlement Funding Assessment was last calculated in 2013/14, Class P exemptions (meaning that the property will be exempt where members and their dependants of visiting forces would be liable for council tax if property is occupied or unoccupied) were considered within the calculation.
This led to West Suffolk receiving an increased share of grant and retained business rates to account for the loss in council tax income. From our assessment in 2013 to 2024, the number of Class P exempt dwellings in West Suffolk has increased by 171 to 4,872, an increase of 2%.The Government has committed to updating the approach to funding allocations within the Local Government Finance Settlement.
