To ask the Secretary of State for Defence, whether his Department has taken steps to ensure that medical advisors at Veterans UK are trained to (a) monitor and (b) record cancer incidences among veterans who have worked in close proximity to radio frequency radiation emitters.
To ask the Secretary of State for Defence, whether his Department has taken steps to ensure that medical advisors at Veterans UK are trained to (a) monitor and (b) record cancer incidences among veterans who have worked in close proximity to radio frequency radiation emitters.
The role of Medical Advisers is to provide medical advice regarding the Armed Forces Compensation Scheme (AFCS) and to certify medical decisions in the War Pensions Scheme (WPS).
Their role does not encompass the monitoring of, or recording of cancer incidence of veterans who have worked in close proximity to radio frequency radio emitters. Owing to their role and the information available to them, there would be no circumstances under which it would be possible for them to do so.

Joint Service Publication (JSP) 392, Management of radiation protection in defence, provides defence staff with guidance on radiological protection of personnel within establishments and units to prevent harm. This includes applying safety standards which set the limits for exposure, and ensuring defence personnel are aware and equipped to manage working with these hazards.
In conjunction with JSP 392, JSP 375, Management of health and safety in Defence, mandates that all military activities must be risk assessed to identify and manage potential risks, including working in close proximity to radio frequency emitters. The accountable person, who may be a commander or manager, is responsible for identifying risks and providing mitigations to prevent harm.

The Government is aware of recent research into the use of radio waves to disrupt image recognition. As part of the £2.6 billion National Cyber Strategy, the government continually works to better understand cyber security vulnerabilities and how to protect businesses and users against these.

To ask the Secretary of State for Health and Social Care, whether his Department has conducted research on the potential effects on public health of radio waves and 5G signals; and if he will make a statement.
The Department continues to fund research on the effects on health of a range of electromagnetic fields and mobile technologies through the National Institute for Health Research (NIHR) and Public Health England (PHE).
Evidence has emerged through dedicated national and international research programmes that have addressed concerns about the fast development of wireless technologies.
The Department is committed to funding research to support the evidence base in this area. Most notable current research on this topic funded by the NIHR includes COSMOS, the ongoing international study of mobile phone use and health in adults; and SCAMP, the study of behaviour and health effects of mobile phone use in adolescents, both conducted at Imperial College London.
PHE continues to monitor the health-related evidence with respect to electromagnetic fields, including the radio waves from developing wireless communication systems such as 5G.

Government policy is that exposures to electromagnetic fields from mobile phone masts and other radio-transmitting equipment should comply with the guidelines on limiting exposure from the International Commission on Non-Ionizing Radiation Protection (ICNIRP). This policy is reflected in the National Planning Policy Framework for England, which contains provisions in respect of ICNIRP compliance.
The former Health Protection Agency published a comprehensive review of the evidence prepared by its independent Advisory Group on Non-ionising Radiation (AGNIR) in 2012. The Group’s overall conclusion was that although a substantial amount of research has been conducted in this area, there is no convincing evidence that electromagnetic field exposures below guideline levels cause health effects in either adults or children.
Included within the AGNIR report are many measurements that have been published showing that exposures of the general public living near to mobile phone masts are well within the ICNIRP levels.
Public Health England has committed to keeping emerging evidence under review and preparing another comprehensive review when sufficient new evidence has accumulated.
