To ask His Majesty's Government what is the tax cost of train operators using red diesel instead of paying full fuel tax.
Qualifying locomotives for passenger and freight trains, and rail maintenance vehicles can use red diesel for propulsion. The Treasury does not hold information on the cost of rebated fuel used specifically by train operators.
To assist the Noble Lord, I can point to the most relevant published statistics available. HMRC’s non-structural tax reliefs publication sets out the overall estimated Exchequer cost of the rebate for red diesel (and kerosene used as fuel in an engine), while DESNZ’s Digest of UK Energy Statistics provides data on petroleum products consumed by the rail sector.
Although these publications do not provide a separate official estimate for train operators, they provide the best available published information on the overall cost of the relief and the scale of rail-sector fuel use.

The Government asked the Competition and Markets Authority to consider industry concerns about red diesel, including transparency, and has taken further decisive action to support farmers by cutting red diesel duty to its lowest rate in over 20 years, reducing the rates by a third.

The Government recognises the importance of the fishing industry to coastal communities and the pressures from higher fuel costs.
All commercial fishing vessels are entitled to use red diesel, which attracts a reduced duty rate of 10.18 pence per litre, compared with 52.95 pence per litre for standard fuel—a difference of nearly 43p per litre. For those vessels that operate at sea, they can claim back 100% of fuel duty under marine voyages relief.
The Government has taken action to support fuel users in response to the conflict in the Middle East, including extending the 5p fuel duty cut until the end of this year. It has also announced a further reduction in red diesel duty—from 10.18p to 6.48p per litre—from 15 June until the end of 2026.
The Government continues to monitor fuel cost impacts and will take action where necessary to support businesses, including the fishing sector.

The Government has direct lines open with domestic fertiliser suppliers, commodity traders and farming stakeholders and is closely monitoring market conditions feeding intelligence into our contingency planning. New tools have been produced to support farmers in increasing fertiliser efficiency.
Government is taking seriously the impacts of the Middle East Conflict on the food and farming sector and is determined to keep costs down for farmers by taking decisive action. This includes slashing the rate for red diesel from 10.18p to 6.48p per litre, meaning red diesel now benefits from an 88% tax discount, saving farmers over £300 million a year.

This Government is aware there have been increases in the price of red diesel as a result of volatility in international markets, influenced by the continued instability in the Middle East. This Government is taking decisive action to support fishers and farmers by cutting the duty on red diesel to its lowest rate in over 20 years, reducing the rate on red diesel by a third.
This Government speaks regularly with the fuel industry, and the UK remains well stocked for all fuel types.

The Government is committed to supporting rail freight, recognising its economic and environmental benefits and the role it plays in the resilience of the UK’s supply chain.
On 20 May 2026, the Government announced that red diesel users, including rail freight, will see their fuel duty cut by over a third until the end of this year. Changes to taxation levels are the responsibility of the Chancellor so the Department has not carried out any detailed analysis of the benefits to rail freight operators. However, this is the lowest rate in over 20 years, helping to keep costs down and protect businesses at a difficult time, when red diesel prices are around 50% more than their pre-crisis levels.

We take this issue incredibly seriously, and we are talking to the Competition and Markets Authority to make sure that the pricing is fair. We continue to monitor this, and to look at what further action may be necessary.

On 20 May, the Government announced support for households and businesses with their fuel costs, in response to the conflict in the Middle East. This included targeted support for users of red diesel and rebated biodiesel, where the duty rate for these fuels will be cut by over a third to 6.48p per litre, the lowest rate in over 20 years.
The cut will support substantial users of red diesel, such as farmers and rail freight, which have seen significant price increases as a result of the conflict. It will also benefit other users of red diesel, including travelling fairground and circus industries who use diesel for powering their machinery.
This red diesel cut will take effect from 15 June and remain in place until the end of 2026.
