To ask the Minister for the Cabinet Office, what risk-assessment methodology is used to update the National Risk Register.
To ask the Minister for the Cabinet Office, what risk-assessment methodology is used to update the National Risk Register.
The National Risk Register (NRR) is the public-facing version of the National Security Risk Assessment (NSRA), which follows a rigorous methodology that assesses the likelihood and impact of the most significant risks to the UK and its interests overseas. Risks are presented as reasonable worst-case scenarios to allow planners to prepare for a severe but plausible manifestation of them.
The NRR and NSRA are updated via a dynamic process, meaning assessments can be updated as frequently as real-world evidence demands. To ensure that the assessment process is robust, risks are reviewed by panels of technical and scientific experts, each led by an independent chairperson. More information on the methodology can be found in the Guide to the NRR and Chapter 2 of the NRR.

UK Research and Innovation and the Science and Technology Facilities Council undertook a structured assessment of funding options across STFC's portfolio. The process considered scientific excellence, long-term research impact, strategic importance to the UK, international leadership, value for money and the preservation of capabilities that would be difficult or impossible to recreate if lost. Decisions were informed by more than 10 engagement events, written input from 48 project leads and more than 30 Science Board, Council and expert advisory panel meetings. Recommendations were reviewed and endorsed by the UKRI Executive Committee and approved by the UKRI Board. Information on the prioritisation process and outcomes has been published by UKRI.

The Building Safety Act 2022 introduced a new regime for occupied higher-risk buildings, overseen by the Building Safety Regulator (BSR). Accountable Persons are required to assess, manage and report building safety risks, including those relating to structural failure.
The BSR, keeps the safety of buildings under review in accordance with its statutory duty set out in Section 5 of the Building Safety Act 2022. As part of this work, BSR assesses emerging evidence relating to potential structural safety risks. The BSR works with the sector to understand the extent and implications of these risks.
There is no comprehensive data set to inform assessment of severity of structural safety risks in buildings. The BSR is undertaking research to better understand how to strengthen the collection and use of structural safety data in the future. BSR is alert to the risk of deterioration in structural condition posed by our ageing building stock. The BSR and MHCLG are working together to determine if more needs to be done to ensure building structures are appropriately reviewed, maintained and managed throughout their lifecycle.

To ask the Secretary of State for the Home Department, what steps she is taking to improve the accuracy of domestic abuse risk assessments used by frontline police officers.
This Government is committed to ensuring that police officers have the skills, training and tools they need to identify, assess and respond effectively to domestic abuse and all forms of violence against women and girls (VAWG).
We are working with the National Centre for VAWG and Public Protection (NCVPP) to strengthen the national policing response to these crimes, driving operational improvements across all 43 forces. This includes exploring opportunities to strengthen how risk is identified, assessed and managed, ensuring officers are better equipped to make informed decisions and safeguard victims.
We are also working with the NCVPP and College of Policing to strengthen police training on VAWG across all operational levels. The new Firstline Public Protection Programme will equip frontline officers with the skills to recognise vulnerability, identify risk and respond effectively to safeguard victims and pursue perpetrators.

Developers who signed the Developer Remediation Contract are obligated to remediate or pay to remediate external and internal life-critical fire safety defects due to the original design and construction in relevant building. In doing so, those developers must obtain fire safety assessments demonstrating that they have complied with their contractual obligations.
Those assessments may include Fire Risk Appraisal of External Walls (which must comply with PAS 9980) and other fire safety assessments (which must comply with relevant industry standards). The type of assessments needed will depend on the circumstances of the building. MHCLG regularly audits assessments obtained by developers to make sure that they comply with the contractual requirements. If an assessment is non-compliant, the developer is required to address this at its own expense.

As the hon. Gentleman will know, all future legislation is subject to the usual approval and announcement processes.

Part of this assessment, The Well Adapted UK Report, includes eight priority risk areas, including ‘risks to the availability of insurance’ and will feed into our development of the Fourth Climate Change Risk Assessment which will be published in 2027.
