To ask the Secretary of State for Environment, Food and Rural Affairs, what recent funding he has provided to local authorities in Fylde constituency to help tackle (a) water pollution and (b) storm overflows into the Ribble Estuary.
To ask the Secretary of State for Environment, Food and Rural Affairs, what recent funding he has provided to local authorities in Fylde constituency to help tackle (a) water pollution and (b) storm overflows into the Ribble Estuary.
Water and sewerage companies are responsible for the maintenance of storm overflows and other assets.
The Water (Special Measures) Act will drive meaningful improvements in the performance and culture of the water industry and the Independent Water Commission will make recommendations to shape and transform how our water system works and clean up our waterways for good.
As part of Price Review 2024 (PR24), which runs from 2025 to 2030, Ofwat are allowing United Utilities £2.5 billion to reduce the use of storm overflows by at least 33%. During this period, UU will be improving eight storm overflows in the Fylde constituency to reduce how often they discharge, in order to improve both river and coastal water quality.
Monitoring investigations are being undertaken in the Ribble catchment to inform future actions to improve bathing water quality at designated bathing waters on the River Ribble and Fylde coast, including St Annes.

To assess the health of England’s salmon rivers and sea trout rivers the Environment Agency carries out annual assessments against salmon stock targets using angler rod catch data. The 2016 assessment places the Ribble in the ‘probably at risk’ category, and the 5 year prediction places it in the poorer ‘at risk’ category. Defra has signed off regulations to cap the number of salmon available to the net and rod fishery. Moreover the Environment Agency and its partners launched the Salmon 5 Point Approach in 2015.
Recent assessments of sea trout stocks indicate a healthier picture with the River Ribble deemed ‘not at risk’. The Environment Agency also undertook fish monitoring in the Ribble. In 2016, sites were surveyed throughout the catchment. The results indicate that the salmon and trout are still present in the catchment although salmon have shown a decline which is in line with the number of adults returning. The numbers of trout show average populations and there are small numbers of coarse fish present in the lower Ribble catchment.

The Environment Agency is developing a flood defence scheme for Preston and South Ribble. A full business case is being progressed with detailed modelling and outputs expected during January 2017.
Subject to funding and business case approval, the project is expected to improve defences for around 3000 properties and the area from Preston Docks to the M6 at junction 31.
