DCMS is actively reviewing The Royal Parks (TRP) request for an amendment to The Royal Parks and Other Open Spaces Regulations 1997. While statutory speed limits vary by location, TRP currently aims for a 20mph standard in central London parks. Enforcement of the Parks regulations is the responsibility of the Metropolitan Police, and the new Crime and Policing Act 2026 has introduced new statutory offences across Great Britain for causing death or serious injury by dangerous, careless, or inconsiderate cycling, bringing the maximum penalties for irresponsible cyclist behaviour in line with those for motorists.
DCMS is keen to continue working with TRP and other government departments to explore how making the 20mph maximum speed limit applicable to cyclists as well as motor vehicles can be achieved.

Access and usage of Victoria Tower Gardens is managed by the Royal Parks under its Contract for Services with the Department for Culture, Media and Sport. We do not have any plans to restrict future closures of Victoria Tower Gardens.
Holocaust commemoration events have historically been held at the existing Holocaust Memorial in Hyde Park. Further to the previous agreement to use Victoria Tower Gardens for the Yom HaShoah commemorations in 2024, the Royal Parks sought the department’s views on the continued use of the Gardens on behalf of the event organisers. DCMS agreed to the continued use of Victoria Tower Gardens for commemoration of the 80th Anniversary National Holocaust Commemoration, Yom HaShoah, on 23rd April 2025.

The Royal Parks are Crown Land managed on behalf of the Secretary of State for Culture, Media and Sport by The Royal Parks Charity (TRP). The current principal regulations relating to the parks are The Royal Parks and Other Open Spaces Regulations 1997. These help balance the needs of all park users and support the maintenance and conservation of the parks’ natural and built environments.
The operation of policing services in the Royal Parks and enforcement of by-laws and regulations, was undertaken by the Metropolitan Police Service (MPS), through a dedicated Parks Operational Command Unit (OCU). As part of wider changes to MPS operations, an option to close the OCU is being considered. TRP are working directly with the MPS to understand any implications arising from the potential closure of the OCU, on the enforcement of by-laws within the Royal Parks.

The Royal Parks are Crown Land managed on behalf of the Secretary of State for Culture, Media and Sport by The Royal Parks Charity. The policing of the parks is an operational matter for the Metropolitan Police Service, who are in regular contact with The Royal Parks Charity. No discussions have been held between the Home Secretary and Secretary of State for Culture, Media and Sport regarding this matter.
As the Department for Environment, Food and Rural Affairs is not responsible for the Royal Parks, it is also assumed that no discussions have been held between that Secretary of State and the Home Secretary.

The proposed Holocaust Memorial and Learning Centre will be managed and funded by the Department for Levelling Up, Housing & Communities, which will also take responsibility for the management of the relevant parts of Victoria Tower Gardens needed for the duration of the construction period. It is not therefore proposed to make any changes to the funding provided by HM Government to The Royal Parks.

Managing the risk of avian influenza transmission is an operational matter for The Royal Parks, which is following instructions issued by the Animal Plant and Health Agency.
The captive bird collection of pelicans in St James’s Park has been moved indoors and The Royal Parks’ staff and wildlife officers are carrying out enhanced monitoring of the park waterbodies to check for signs of illness and to ensure that, should there be any, carcasses are removed immediately.
Additional signs have been installed in all the parks in areas where public feeding of birds is popular, instructing visitors not to feed the birds as this causes populations of waterfowl to group together and increases the risk of transmission.

The Royal Parks charity manages Hyde Park on behalf of HM Government, and is responsible for decision-making about operational matters.
This is an operational matter for The Royal Parks. We understand, however, that South Carriage Drive has been closed since March 2020 as part of a trial to reduce through traffic in Hyde Park. Whilst the original trial was focused on weekend restrictions, the road has also been closed for safety reasons on weekdays during this period due to the introduction of a temporary cycle path, immediately outside the park, by Transport for London.
We understand that The Royal Parks is currently assessing evidence of the trial on the weekend restrictions, and plans to make an announcement about the closure later this year.

That this House supports members of the Public and Commercial Services Union employed by Just Ask Estate Services Ltd at the Royal Parks in their dispute for employment equality and security; notes that the Royal Parks outsourced its public toilets and building cleaning contract to Just Ask Estate Services Ltd from Vinci Facilities in May 2021; is aware that 90 per cent of outsourced staff at the Royal Parks are black and migrant workers whilst 90 per cent of directly employed Royal Park staff are white; is alarmed that those outsourced key workers have worked throughout the covid-19 pandemic with no occupational sick pay, no ability to work from home and are now facing job losses and significant changes to their contracts; is further alarmed that the Royal Parks as the contracting authority has refused to intervene to resolve the dispute; further notes that Just Ask Estate Services Ltd have yet to set out their staffing plan despite giving unions a deadline of 9 September 2021 in which to meet and share the information; applauds the dedication and efforts of those key workers who have voted overwhelmingly to take further strike action during the month of October 2021; and calls on the management of the Royal Parks and the Department for Culture, Media and Sport to urgently intervene in that dispute and to work with all parties to secure a fair and equal resolution of that dispute.

It is not Government policy to entirely prohibit new buildings in open spaces, however the National Planning Policy Framework makes clear that existing open space, which would include open space within the Royal Parks, should not be built on unless there is evidence to demonstrate that it is no longer required, or it will be replaced by equivalent or better provision at a suitable location.
The pandemic has shown how vital green spaces are for the wellbeing of our nation, from sharing our national parks together, to being able to invite loved ones over to our gardens.
That is why we have a very clear commitment to protect our environmental assets and ensure more green spaces are provided through our planning reforms.
