To ask the Secretary of State for Transport, what steps her Department is taking to manage risks associated with the SS Richard Montgomery in the Thames Estuary.
My Department is progressing a project to reduce the height of the three masts on the SS Richard Montgomery, which will reduce stress on the wreck. This project is currently in the process of procuring a salvage contractor to deliver this work and expects to have this contract in place in 2026.

We manage the wreck of the SS Richard Montgomery to ensure public safety. Our approach includes an exclusion zone, 24/7 monitoring and regular condition surveys which are published on gov.uk.
There is no indication that the risk has increased but we continue to take expert advice on further mitigation. Our current focus is on reducing the height of the wreck’s three masts. Additional surveys to inform that work remain ongoing and will inform future management strategies.

To ask His Majesty's Government, further to recent reports of further degradation of the structure of the SS Richard Montgomery, what precautions are planned to make safe the explosives in the ship.
There is no indication that the further degradation of the structure of the SS Richard Montgomery, which is to be expected given the vessel’s age and location, has increased the risk associated with the wreck.
Following expert advice, work continues to reduce the height of the wreck’s three masts.
We will continue to monitor the site and undertake detailed surveys to assess the wreck’s condition which will inform future management strategies.

Managing the wreck of the SS Richard Montgomery is a priority for the Department. The wreck is under 24-hour surveillance, and we actively monitor its condition through annual surveys. The results are assessed by an expert group and, following their recommendation, we are progressing a project to investigate removal of the vessel’s masts. We will continue to assess the condition of the wreck and consider expert advice in future to ensure any potential risks are minimised.

To ask Her Majesty's Government what is their latest safety assessment of the wreckage of the SS Richard Montgomery; and what action they are taking to protect the Thames Estuary and Kent Coast from the threat posed by the unexploded ordinances.
The Governmentâs view is that the wreck is in a relatively stable condition. It is however considered prudent to take sensible steps to mitigate the risk. As part of our ongoing assessment of the wreck and long-term management of the risk, a decision has been taken to explore the potential to reduce the height of the masts. The Ministry of Defence is managing that project on behalf of the Department for Transport.
Whilst the condition of the masts is not believed to have seriously deteriorated over time, the decision to explore reducing the height of the masts was informed by the regular surveys conducted by the Maritime & Coastguard Agency. These surveys can be found on Gov.uk.
