This government recognises the importance of specialist safety equipment in meeting the needs of children and young people, including in mainstream settings. We are investing at least £3.7 billion in high needs capital funding between 2025/2026 and 2029/2030, to support local authorities to provide suitable places for children and young people with special educational needs and disabilities. This includes investment in the physical environment, such as purchasing specialist safety equipment to support children and young people with autism and severe learning disabilities.
Our new, dedicated inclusive education estates guidance supports the sector in improving the inclusivity and accessibility of the estate in schools, colleges, and nurseries. It recognises that well-chosen furniture and equipment can assist children and young people to regulate, focus and safely participate in learning. To ask the Secretary of State for Transport, what preventative measures her Department is considering to reduce serious collisions and improve motorway safety.
Road safety is a matter the Government takes very seriously and National Highways is committed to reducing the number of people killed or seriously injured on England’s motorways and major A-roads. National Highways works closely with the Police and other partners to ensure it has an evidence based understanding of fatal collisions and collision hotspots on its network, in addition to regional reviews and monitoring. This analysis supports National Highways in making targeted interventions on its network to reduce collision numbers and severity. More broadly, National Highways seeks to improve safety through its partnership working, such as with the Police and businesses to support safe driving behaviours.
We are raising defence spending to keep this country safe in an increasingly volatile world. That does require tough decisions, and the Department for Transport will set out £700 million-worth of savings from roads funding, but we will consult on the next road investment strategy and set out decisions in due course. I reassure the hon. Lady that safety would come first.

Constituents in western North Shropshire were delighted when road investment strategy 3 was announced, because a roundabout at the desperately dangerous Llynclys crossroads came a step closer as part of the national safety programme. However, with the announcement that the defence investment programme will be funded by cuts to transport programmes, will the Deputy Prime Minister reassure my constituents that the national safety programme will not be cut? Will he consider using the Liberal Democrat idea of defence bonds to fund the defence investment plan so that critical security projects such as those in transport are not put at risk?

To ask the Secretary of State for Transport, what assessment she has made of the potential impact of the Maritime and Coastguard Agency’s policies on the operational limits of Search and Rescue winching systems on helicopters contracted to conduct offshore Search and Rescue operations.
The winching systems on search and rescue (SAR) helicopters have a limit on their load capacity which has been further reduced by the European Union Aviation Safety Agency (EASA) imposed limit for the carriage of ‘human external cargo’. The Maritime and Coastguard Agency (MCA) do not have additional operational limits on these winching systems and the rescue coordination centre will follow operational procedures for any SAR response.
The total number of individuals winched from offshore energy installations by HM Coastguard SAR aircraft since 2021 is 57. This includes 55 from oil and gas and two related to offshore wind. The oil and gas figure of 55 includes 29 evacuated from a semi-submersible.
From January 2021 to June 2026, SAR helicopters rescued 927 people from commercial vessels. The role of the person rescued is not routinely recorded.

Water safety and drowning prevention is a shared responsibility across government and partners, including local authorities, emergency services, regulators and asset owners.
As the two largest navigation authorities, both the Canal and River Trust and the Environment Agency (EA) undertake public safety risk assessments to determine where on their waterways the provision of public rescue equipment would be most beneficial. Additionally, the EA shares safety advice around its assets and supports campaigns by leading experts such as the Royal National Lifeboat Institute (RNLI) and Royal Life Saving Society. The Canal and River Trust, the Royal Society for the Prevention of Accidents, and others run their own water safety campaigns across multiple channels. Defra and its ministers amplify water safety messaging by resharing content from the EA and partners on social media.

To ask the Secretary of State for Transport, how many Greater Anglia trains have been fitted with advanced monitoring equipment since early 2026; and what the timeline is for the remainder of the fleet to be retrofitted.
Greater Anglia has now fitted six units with advanced monitoring equipment. The goal remains to have an estimate of eight to twelve units fitted with advanced monitoring equipment by the end of the year and work continues to deliver on this.
