A value for money assessment of the Connectivity in Low Earth Orbit (C-LEO) programme is a key part of the Programme’s Business Case and included a combination of quantitative Cost Benefit Analysis metrics, qualitative impacts, and assessment of strategic alignment. A mid-programme Business Case review in early 2026 determined that the C-LEO programme should be extended by 2 years as the best value for money offering a significant return on investment, supporting the space sector, creating jobs, and generating growth.

The Ministry of Defence is continually assessing SKYNET’s capabilities against demand and potential threats. SKYNET 6A and the Enduring Capability solutions are considered operationally relevant and will form part of a resilient satellite communications enterprise out to 2040.

To ask His Majesty's Government what assessment they have made, if any, of the potential for emergency use of satellite communication in remote areas of the UK which are currently without any normal mobile coverage.
To ask His Majesty's Government what assessment they have made, if any, of the potential for emergency use of satellite communication in remote areas of the UK which are currently without any normal mobile coverage.
Satellite connectivity can complement the coverage provided by terrestrial mobile networks by providing connectivity, for example, in remote areas beyond their reach. The mobile operators have already used satellite services to provide backhaul to some Shared Rural Network sites where it is challenging to provide traditional fibre or microwave backhaul.
Ofcom is currently consulting on proposals to authorise Direct to Device satellite services in certain mobile spectrum bands in the UK. These proposals could enable people to make satellite calls from their mobile phones and bring mobile coverage to rural areas. This consultation is an important and pioneering step towards enabling these services. We also welcome Vodafone’s recent trial in which the first ever video call over satellite was made, from an area with no terrestrial mobile coverage.

The UK's military satellite communications programme is based on the principles of freedom of action, operational advantage and operational independence, and therefore 'sovereign control' is a core design tenet. This is regularly validated through the Department's requirements and investment approvals processes.
In order to deliver its tasks of providing assured, positive command and control of UK Armed Forces and support to other government departments, an appropriate level of UK sovereign control is required for this capability.

The UK Government continually assesses the defence export market and plays an important role in supporting industry partners with the export of UK defence equipment, including satcom capabilities, across a number of global campaigns. Ministers across Government are actively involved in these campaigns. The Government is determined to work with industry to support growth – defence will be a key sector in delivering that growth.

Future military satellite communications are being secured though a programme called SKYNET 6. The Ministry of Defence has already contracted UK companies to develop the first new satellite (Airbus Defence & Space Ltd) and to provide ground and flight control services for the entire constellation (a consortium led by Babcock).
Subsequent SKYNET satellites are being acquired through two separate competitive procurements. The first of these is for a more widely available Narrowband Satellite System, and thus it is being procured via an open competition. The second is for up to three highly technological wideband satellites. There is a clear requirement in the competition invite that the key design, manufacture and testing activities for the wideband satellites are undertaken in the UK, in accordance with the aims of the Defence and Security Industrial Strategy (publishing.service.gov.uk).
