Angela Eagle: I understand that the European Commission propose, under the 1997 round of their SAVE II energy efficiency programme,
to support energy agencies in the London Borough of Southwark, and in Milton Keynes. The Commission describes the aim of this
element of the SAVE II Programme as to
"help local authorities to formulate their energy strategy and to support them in providing all consumers, particularly the general
public, with information and assistance".

Mr. MacShane: To ask the Secretary of State for the Environment how many (a) successful and (b) unsuccessful attempts have been made
by United Kingdom organisations in the last four years to obtain funds from the EU's (i) Altener, (ii) LIFE II: nature protection,
(iii) Urban, (iv) Leader II, (v) Regis II, (vi) Save II and (vii) LIFE II: environmental protection schemes; and what funds have
been allocated to the United Kingdom under each of these schemes. [12341]
Mr. Clappison: My Department is responsible for the Urban, English Leader II, and Save II schemes and the LIFE II: nature protection
and LIFE II: environmental protection schemes. The President of the Board of Trade is responsible for Altener. Regis II does not
apply to the United Kingdom. LIFE II: Nature protection and LIFE II Environment protection:
These two schemes have been in operation since 1996; therefore, only one round of applications has been made. In 1996, there were
two successful applications and one unsuccessful application to the LIFE II nature scheme, and 4.3 million ECU received in funding.
With regard to the LIFE II environment scheme, there were seven successful and 36 unsuccessful applications in 1996, and 1.8 million
ECU received in funding.
URBAN:
Urban is a three year programme in operation from 1996-99 and is worth 80.25 million ECU to the United Kingdom, excluding Northern
Ireland, over the programme period. Ten areas have been approved for funding.
LEADER II:
LEADER II is a five-year programme running from November 1994 until 31 December 1999. My Department is responsible only for the
English LEADER II programme, which has been allocated 31.82 million ECU in funding for the five-year period. This money was
distributed among 17 targeted local development groups within England. The information relating to Wales, Scotland and Northern
Ireland is a matter for the relevant series of State.
SAVE II:
This information is not centrally available, as levels of funding for specific projects supported under the SAVE programme are a
contractual matter between the European Commission and those carrying out each project.

Sir Michael Grylls: To ask the President of the Board of Trade if he will make a statement on the outcome of the Energy Council
meeting on 20 December 1995. [8692]
Mr. Eggar: The Council considered several issues and received reports on matters of interest. I represented the United Kingdom.
Progress was made in a number of areas. In particular, political agreement was reached on a proposed directive on energy efficiency
standards for fridges and freezers, the aim of which is to establish minimum standards and thus help to limited CO{2} emissions. The
directive provides for a 15 per cent. reduction in electricity consumption for all new models over three years.
The Council also adopted a common position on the Commission's proposed regulation on the registration of crude oil imports.
It was not possible to reach a common position on the electricity liberalisation proposal. Ministers agreed however that there had
been a convergence of positions during the Spanish presidency and that work should be continued during the Italian presidency with a
view to possible agreement early in 1996.
The Council considered a Commission proposal for the repeal and/or simplification of several EU legislative measures in the energy
efficiency, oil and gas sub-sectors. In particular, political agreement was reached on a Commission proposal to simplify regulation
1056/72 on the notification of investments.
Also, the Council received presentations/reports from the Commission on a number of items. These included a presentation of its
energy policy White Paper; a report on gas supply and prospects to 2020; and its proposal for a second SAVE programme, aimed at
encouraging best use of energy efficiency technology.
The presidency gave a progress report on informal contacts with the European Parliament on Energy TENs prior to the convening of the
conciliation committee. Progress reports were also given on the energy charter treaty, SYNERGY and on the energy aspects of the
Barcelona Euro-Med conference.
