To ask the Secretary of State for Science, Innovation and Technology, whether she plans to increase the number of science parks in the UK.
To ask the Secretary of State for Science, Innovation and Technology, whether she plans to increase the number of science parks in the UK.
The government is ensuring that everyone benefits from innovation-led economic growth by supporting clusters of R&D excellence across the UK. As these clusters grow our ambition is that investment into science parks increases in all regions of the UK.
We are investing up to £500 million in the Local Innovation Partnerships Fund, for local leaders to grow their high-potential innovation clusters and create jobs. The Local Innovation Partnerships Fund empowers local leaders to target R&D investment to the needs of their areas, including investing in R&D facilities to build regional innovation capability.
A new Mayoral Revolving Growth Fund will give six Mayoral Strategic Authorities in the North and Midlands a devolved pot of funding to address access‑to‑finance barriers, including for the development of commercial scientific infrastructure. Decisions on projects, including support for laboratory space, will rest with the respective authorities. Developers are also able to engage with the National Wealth Fund on potential financing for life science laboratory space.
I am sure that the Secretary of State agrees that creating high-value jobs in science and technology is important. In local business, our local plan gives us the opportunity to build a science and technology park delivering over 5,000 high-value jobs, but we cannot proceed until the Department for Transport releases funds for local highway improvements. Will the Secretary of State press the Secretary of State for Transport to take action so that work can progress and we can deliver jobs and growth in Mid Sussex?
I am sure that the Secretary of State agrees that creating high-value jobs in science and technology is important. The hon. Member’s question is perhaps more for the Secretary of State for Transport, but she skilfully put that to me. I assure her that I will work with the Secretary of State for Transport to do that. How we assemble investment sites is a huge issue, and how we can work better across Government with local partners is also a key issue for us.

There were real concerns that it would lead to an exit of jobs and investment from my hon. Friend’s constituency. I want to pay tribute to David Willetts who, as Minister of State for Universities and Science at the time, did a great job working with others, including with the local MP, to get businesses to locate in the constituency, and to show that there is a very strong pharmaceutical and life sciences industry in our country, providing the jobs that we need.

Indeed, I have now been twice to MIRA. It is a magnificent institution and one of the most successful in the UK at promoting advanced technology. MIRA has benefited from the regional growth fund and a successful enterprise zone, and could well expand to become a world-class centre for transport technology.

To ask Her Majesty’s Government what is their assessment of the role of university science parks in attracting foreign direct investment to the United Kingdom.[HL1793]
Science parks are part of an array of assets that support the attraction of foreign direct investment to the UK. They provide a platform for companies seeking proximity to complementary networks and like minded business that will help their business to flourish. The UK has a strong offering in terms of science parks, which are world renowned for the depth of their networks, innovation and science.
The type of investment that the science park may attract includes; sales and marketing, research and development or project offices. Being in close proximity to the university can also allow the company to reduce its overheads by utilising existing assets in the form of labs and research material when it is looking to undertake its own research and development. Renting lab space, for example, is far cheaper than custom building your own.
