To ask His Majesty's Government whether approval has now been given for Sea Cadets to take part in rifle range shooting on the same basis as all other cadet forces; and, if so, whether new armouries will be required.

The Sea Cadet Corps (SCC) operates in accordance with policies set by the Marine Society and Sea Cadet Charity. In doing so, SCC remain compliant with Ministry of Defence (MOD) regulations governing all cadet forces. Cadets aged 12 and over may participate in rifle range shooting under MOD cadet force conditions. Those under 12 are limited to prone air rifle use.
Rifles may be carried for ceremonial duties with formal approval, as part of the SCC’s structured advancement syllabus and drill training, in accordance with Sea Cadet Regulations. New armouries/secure rooms will be required in some locations to meet MOD standards for secure storage and sustainment of cadet weapon systems.

The Government has not relaxed the rules regarding Sea Cadets attending memorial and ceremonial events where alcohol is present. Safeguarding remains paramount, and existing guidance continues to ensure that cadets are appropriately supervised and that their participation in such events is managed in line with youth protection standards.

The Marine Society and Sea Cadets (MSSC) is an independent charity responsible for the Sea Cadets and therefore operates in a different but albeit collaborative manner from the other Royal Navy Cadet Forces. The MSSC is formally sponsored by the Ministry of Defence via a Grant in Aid from the Royal Navy. Therefore, the equipment provided for Sea Cadets is a matter for MSSC to best determine within extant resources.

The Cadet Training and Modernisation Oversight Committee last met on 21st February 2023. The next meeting is currently being arranged by the Oversight Committee secretariat on behalf of the Maritime and Coastguard Agency.

The grants made by the Marine Society and Sea Cadets (MSSC) to both the Marine Engineering Pathway and the Petrol Pier Pontoon are assessed to have had a positive effect.
The MSSC Marine Engineering Pathway is a national Science, Technology, Engineering and Mathematics (STEM) initiative which is providing workshops to 10,000 young people a year in schools across the UK. It offers a practical understanding of the world of marine engineering and highlights key issues such as climate change and career opportunities in the maritime sector.
The MSSC Offshore Fleet consists of five vessels which are based at Fort Blockhouse in Gosport, Hampshire and operate around the UK coastline delivering week-long life-changing voyages for Sea Cadets. Berthing and access to the Offshore Fleet is via the Petrol Pier pontoon which is used to deliver groups of Sea Cadets safely to their vessels.

The recently published Maritime Skill Commissions report included recommendations specifically targeted at improving the recruitment of cadets. The recommendations are aimed at improving the system to ensure it delivers appropriately skilled seafarers to meet the future needs of an evolving global industry.
Officials at the Department for Transport, including the Maritime and Coastguard Agency, will now work with its stakeholders to implement these recommendations. They will set up a ‘Seafarers Reform Oversight Group’ to oversee these changes to ensure they move forward with the urgency required to address any shortfalls within the sector.

The Government and the Royal Navy support the Sea Cadets financially through a Grant in Aid payment. This is currently £10.5 million for this financial year and is paid to the Marine Society and Sea Cadets and through a Memorandum of Understanding (MOU). This MOU sets out the further support with regards to the provision of personnel, accommodation, training and the related facilities on the Ministry of Defence estate.

The Government and the Royal Navy recognise the positive impact Sea Cadets has on young people, helping them to build resilient futures for themselves and their communities. We support the charity with a Grant in Aid payment in the region of £10 million, providing almost half of the cost of delivering the Sea Cadets. We also second personnel to key positions, offering role models that inspire and guide cadets, as well as providing accommodation, equipment, and some training through related facilities on the Ministry of Defence estate. In addition we support the charity's commitment to deliver 10% of the Cadet Expansion Programme, opening 23 units by 2020 helping to make the Sea Cadets Experience accessible to all.

I recently had the pleasure of meeting the Padstow Sea Cadets and their chairman, and fantastic work is done there. The chairman expressed concerns to me about some of their fixed costs, such as some of their utilities, insurance premiums, transport costs and tuition fees. Will the Minister look at this again, and see if he could make a contribution to the fixed costs of the service?

It must be said that female representation in the Sea Cadets is actually higher than it is in the armed forces, but it is a matter that the Government take very seriously. We have set several targets to ensure that our armed forces are viewed as being open to both men and women, and we will continue to pursue that over the coming years.

I think Milton Keynes may actually be further from the sea than Kettering, and we also have a thriving Sea Cadet unit. I am a great fan of the cadets. I started my military life in the Air Cadets some 32 years ago. It is something that I valued enormously. That is why I like to think that I am one of the greatest champions for the cadet forces.

You cannot get much further from the sea than Kettering, yet the Kettering Sea Cadets are an example that other Sea Cadet organisations should follow. Does my hon. Friend agree that the Sea Cadets, the Air Squadrons and the Army Cadets provide our young people with some of the best examples in life that they could follow?
