To ask the Chancellor of the Exchequer, what assessment she has made of the adequacy of the Share Foundation's proposal for an automatic release process for HMRC-allocated Child Trust Fund accounts; and whether the Government will introduce such a process using existing National Insurance number distribution channels.
To ask the Chancellor of the Exchequer, what assessment she has made of the adequacy of the Share Foundation's proposal for an automatic release process for HMRC-allocated Child Trust Fund accounts; and whether the Government will introduce such a process using existing National Insurance number distribution channels.
The Government is aware of proposals for the automatic release of funds in unclaimed matured Child Trust Fund (CTF) accounts, where the account was opened by HMRC. These savings belong to the account holders and are held by private sector providers. The Government does not have the authority to access or transfer these funds.
The Government is committed to reuniting young people with their CTFs. HMRC works with providers, industry representatives and others to raise awareness and help individuals trace their accounts, including through targeted communications and a free GOV.UK tracing service.
The Government has also established a dedicated Taskforce to address unclaimed matured CTF accounts and improve outcomes for account holders. This brings together Government and industry to strengthen tracing activity, increase engagement, and support access to funds.

We want to ensure that children leaving care have stable homes, access to health services, support to build lifelong loving relationships and are engaged in education, employment and training.
We recognise the importance of financial skills, such as that provided through the Stepladder Plus programme, in achieving this aim. The department currently supports the use of this programme through its contract, for the provision of Junior ISA savings accounts to children in care, with The Share Foundation. We do not have any plans to provide match funding at this time.

The department is committed to reforming the children’s social care system so that all children can grow up in stable and loving homes. To support this, the department has recently announced that it is investing an additional £44 million in kinship and foster care.
The King’s Speech on 17 July committed to a Children’s Wellbeing Bill, which will ensure our education and children’s social care systems transform lives for millions of children and young people in England. The department will use the Bill to deliver the government’s commitment on children’s social care.
