The Government has set out plans to introduce the High Value Council Tax Surcharge, which will increase fairness within the system.
The Government has consulted on the design of the High Value Council Tax Surcharge, including on a deferral scheme to support those who may struggle to pay, treatment of freehold and leasehold properties (including those with short leases), and a proposed list of discounts and exemptions. This consultation closed on 14 July. The Government is considering responses received and a response to the consultation will be published in due course.

The Government recognises that many households face cost of living pressures, including people who live alone. Decisions on the products, services, offers and pricing made available to consumers are generally commercial matters for individual businesses. The Government does not mandate particular pricing structures or promotional offers, but through competition and consumer protection frameworks seeks to ensure that markets work fairly for consumers and businesses.

The Single Living Accommodation (SLA) and Overseas Accommodation Review is being delivered in two phases. Phase One of the Review, which focuses on SLA across the UK estate, is on track to report to Defence Ministers this Summer. The report will make recommendations to improve service standards, satisfaction and value for money in the delivery of SLA. Phase Two of the Review, which will cover the overseas estate, will conclude by the end of 2026.

Winter Fuel Payments are assessed and, where applicable, recovered on an individual basis rather than by reference to total household income. This reflects the structure of the personal tax system.
Winter Fuel Payments remain a simple scheme to provide a lump sum payment to the majority of pensioners quickly and automatically, without the need to claim. The system for withdrawing the Winter Fuel Payment for those with higher incomes is simple and cost-effective to deliver.
The £35,000 threshold means that more than three quarters of pensioners will benefit from the Winter Fuel Payment. The threshold is in line with average earnings and means those on lower and middle incomes are receiving the help they need whilst ensuring payments are better targeted than the previous near-universal payment; and ensuring fairness for both pensioners and taxpayers.

A full council tax bill assumes that there are at least two adults living in a dwelling. Where there is only one liable adult resident in a property, the bill is reduced by 25%. This is effectively a 50% reduction in the personal element of the bill. The Government has no plans to change the single person discount.

The National Fraud Initiative (NFI), as part of the Public Sector Fraud Authority (PSFA), works closely with local authorities to help them identify and prevent fraud.
As part of this, the NFI is currently collaborating with local authorities to understand the fraud risks related to council tax second home premiums.

The single person discount has been a feature of the council tax system since its introduction. Council tax contains both a property and a personal element. The High Value Council Tax Surcharge levies a new charge on owners of residential property in England worth £2 million or more. The Government will consult on exemptions, reliefs, and the detail of a support scheme for those who struggle to pay the charge in the New Year.

We acknowledge there is a challenge arising from the interaction between Universal Credit and Housing Benefit, particularly for working age customers living in Supported Housing and Temporary Accommodation.
A wide range of customers currently receive rent support through Housing Benefit, including pensioners, residents in Supported Housing or Temporary Accommodation, and those who have not yet migrated to Universal Credit. Any amendment to the Housing Benefit taper would therefore apply across these groups.
Eradicating the financial cliff edge some individuals face as they incrementally increase their earnings could not be achieved by simply aligning the taper rates within the two benefits. Officials are undertaking further analysis to assess its impact on the various groups and will continue considering policy options with stakeholders.
It remains our priority to ensure that those who can work are supported to enter and sustain employment. Any future decisions on housing support will be made in the round, prioritising measures that best meet Government objectives within the current fiscal environment.

This Government is committed to ensuring that veterans have access to the support they need, including with regards to their housing.
As the Minister for Veterans and People, I regularly attend the Inter-Ministerial Group on Homelessness and Rough Sleeping which is chaired by the Secretary of State for Housing, Communities and Local Government. This group drives progress on Government strategy to get Britain back on track to ending homelessness, ensuring we are working across Government, and in partnership with local authorities and Mayors, to tackle the root causes. I represent the Ministry of Defence at these meetings, ensuring that the needs and experiences of veterans are considered in the development of cross-Government housing and homelessness policy.

The Ministry of Defence is currently undertaking an extensive review of its entire Military Accommodation portfolio, including how the department will make best use of the properties that have been reacquired from Annington, and which homes and locations can most benefit from investment.
The Defence Housing Strategy, to be published later this year, will set out wider plans to improve the standard of Service family homes. The sites that will be refurbished are being worked through carefully, with the ambition to fairly make improvements across the devolved nations within the UK. It is too early to say where funding will be spent.

This Government inherited an asylum system under exceptional strain. We took immediate action to resolve that chaos by restarting asylum processing, establishing the new Border Security Command to tackle the people-smuggling gangs, cracking down on illegal working across the country, and increasing the return and removal of people with no right to be here.
Since the General Election, there has been a net increase of six hotels in use across the UK; however, ten are scheduled for closure by the end of March 2025. It remains our absolute commitment to end the use of hotels over time, as part of our reduction in overall asylum accommodation costs. In the interim, we are also continuing to increase our operational activity against smuggling gangs and illegal working, and we have increased returns to their highest level since 2018, with 16,400 people removed in the first six months this government was in charge.

The safety and wellbeing of the local communities in which asylum accommodation is located is of paramount importance. When an individual claims asylum, the Home Office will conduct mandatory identity, criminality and security checks. Biographic and biometric data are checked against relevant Home Office systems and police criminality databases including domestic and international data. The Home Office works in collaboration with local authorities and key stakeholders to ensure that accommodation sites are successfully managed and the impact upon the local community is minimised.
For the safety and security of those we accommodate and our staff, the Home Office does not comment publicly on sites which may or may not be utilised to accommodate asylum seekers. Should a decision be made to use a site then the local MP will be notified in writing.
