To ask the Secretary of State for Health and Social Care, whether his Department has undertaken any recent review of the pricing structures for CPAP consumables, including plastic and silicone face masks.
To ask the Secretary of State for Health and Social Care, whether his Department has undertaken any recent review of the pricing structures for CPAP consumables, including plastic and silicone face masks.
NHS Supply Chain’s Non-Invasive Ventilation and Sleep Therapy Framework was renewed and relaunched in September 2025. As part of this procurement exercise, pricing submissions were sought from all participating suppliers across the full range of devices and consumables, which included continuous positive airway pressure consumables.
The renewal also incorporated additional service offerings, such as mask resupply, providing National Health Service trusts with expanded contract and pricing options. This procurement process ensured that the pricing of all products and services was formally reviewed as part of a competitive exercise, whilst also evaluating the clinical quality to support positive patient outcomes.

Well-established cardiovascular disease (CVD) risk factors such as smoking, excess weight, diabetes, and heart failure are also associated with an increased risk of obstructive sleep apnoea (OSA) and the Government is taking wide-ranging action to tackle these underlying risk factors. This includes delivering a smokefree generation through the Tobacco and Vapes Bill, expanding access to weight management support through National Health Services, and investing in prevention and treatment programmes such as the NHS Digital Weight Management Programme and the Healthier You NHS Diabetes Prevention Programme, which support people to reduce their risk of developing CVD and related conditions.
As set out in the 10-Year Health Plan, we will publish a new CVD Modern Service Framework (CVD MSF) this spring. The CVD MSF will focus on the interventions that will have the greatest impact on reducing premature mortality from heart disease and stroke in the next decade, whilst supporting consistent, high quality, and equitable care across the CVD pathway.
To ask the Secretary of State for Health and Social Care, what assessment he has made of the availability of continuous positive airway pressure machines for NHS patients diagnosed with sleep apnoea.
To ask the Secretary of State for Health and Social Care, what assessment he has made of the availability of continuous positive airway pressure machines for NHS patients diagnosed with sleep apnoea.
No specific assessment has been made by the Department.
The provision of treatments for sleep apnoea is a commissioning matter and these decisions are the responsibility of integrated care boards, taking into account the needs of their local populations and national guidance such as the National Institute for Health and Care Excellence (NICE) guidelines on diagnosis and management of obstructive sleep apnoea/hypopnoea syndrome.
NICE has recommended continuous positive airway pressure machines (TA139) as a treatment option for adults with moderate or severe symptomatic obstructive sleep apnoea or hypopnoea syndrome, where certain clinical criteria are met.

To ask the Secretary of State for Health and Social Care, what data his Department holds on the number of people diagnosed with sleep apnea in the last 12 months.
The Department can provide the number of hospital admissions where there was a diagnosis of sleep apnoea, although it should be noted that there are likely to be other cases where the condition was diagnosed in a primary care setting. The number of hospital admissions for 2023/24 where there was a diagnosis of sleep apnoea was 21,042. Please also note that this data is a count of episodes, not patients, as a patient may have had more than one admission within the requested timeframe.

The Medicines and Heathcare products Regulatory Agency (MHRA) issued a National Patient Safety Alert to hospital trusts in response to two Field Safety Notices issued by Philips Respironics, regarding the risk of patient harm from Philips Continuous Positive Airway Pressure (CPAP) machines in June 2021.
This was due to degradation of the sound abatement foam in the CPAP Dreamstation devices. This led to a subsequent repair and replacement programme for all affected devices and their accessories. The progress of this programme is being monitored by the MHRA.
The MHRA conducted a risk benefit analysis to determine whether these CPAP devices should continue to be used while awaiting repair or replacement. The conclusion of this analysis was that, except for patients with specific risk factors, the known risks of the sudden discontinuation of treatment were higher than the potential risks posed by the degradation issue. The Patient Safety Alert advises that patients should continue using the affected machines unless advised otherwise by their patient care provider.
We would encourage patients to report any evidence of foam degradation, for example black marks or residue in their devices, directly via MHRA’s yellow card scheme.
To ask the Secretary of State for Work and Pensions, what recent steps he has taken to encourage people with sleep apnoea to apply for the Personal Independence Payment.
To ask the Secretary of State for Work and Pensions, what recent steps he has taken to encourage people with sleep apnoea to apply for the Personal Independence Payment.
Personal Independence Payment (PIP) is intended to act as a contribution towards the extra costs that arise from needs related to a long-term health condition or disability. Entitlement is assessed on the basis of the needs arising from the health condition or disability, rather than the health condition or disability itself. As PIP is not based on conditions there is no specific activity to encourage people with sleep apnoea to apply for the benefit. Information on PIP, including information on who may be entitled, can be found on www.gov.uk alongside other information available to support disabled people.

The Government recognises that patients reliant on electrical medical equipment may have extra energy costs. Supportive cost of living measures by the government specifically aimed at the most vulnerable have made £15 billion worth of support available to those with the greatest need. In addition, certain specialised NHS services do make provision for financial rebates to ease energy costs faced by patients using medical equipment at home. Local support may also be available.

This response requires analysis of data held by DWP on decision outcomes at different stages of the customer journey. This data covers cases where the initial assessment was completed between April 2013 and, June 2022, in line with published statistics. A Personal Independence Payment (PIP) claimants main disabling condition is recorded during their assessment and is not centrally recorded prior to this. Therefore, disabling condition information is not available for analysis of claims registered but not yet assessed.
Volume and proportion of claimants with sleep apnoea who were successful in their PIP
application at initial decision, after a mandatory reconsideration, or after a tribunal appeal:
Volume of Initial Decisions | 3,220 |
Volume of Cases Awarded at Initial Decision | 1,050 |
Allowance Rate at Initial Decision | 33% |
Volume of MRs Changed | 190 |
MR Change Rate (% of initial decisions) | 6% |
Volume of Appeals Changed | 190 |
Appeal Overturn Rate (% of initial decisions) | 6% |
Total number and proportion of claimants with sleep apnoea who were successful in their PIP applications throughout the entire customer journey:
Total Successful Claims After Full Customer Journey | 1,430 |
Proportion of Successful Claims | 44% |
Note:
- Appeals data is taken from the DWP computer system’s management information. Therefore, this appeal data may differ from that held by His Majesty’s Courts and Tribunals Service for various reasons such as delays in data recording and other methodological differences in collating and preparing statistics;
- Volumes have been rounded to the nearest 10;
- Data is based on primary disabling condition as recorded on the PIP computer system;
- Claimants may often have multiple disabling conditions upon which the decision is based but only the primary condition is shown in these statistics;
- A change at appeal includes those that were overturned at a tribunal hearing, and those that were lapsed prior to a hearing;
- A lapsed appeal is where DWP changed the decision in the customer’s favour after an appeal was lodged, but before it was heard at a tribunal hearing;
- An overturn at appeal is when it is revised in favour of the customer at Tribunal.
To ask the Secretary of State for Work and Pensions, whether his Department provides financial support to people with sleep apnea who use a (a) continuous positive airway pressure and (b) bilevel positive airway pressure machine for the running of that device.
To ask the Secretary of State for Work and Pensions, whether his Department provides financial support to people with sleep apnea who use a (a) continuous positive airway pressure and (b) bilevel positive airway pressure machine for the running of that device.
The department does not provide financial support for specific items to assist people with a health condition or disability as part of their daily living needs. Attendance Allowance, Disability Living Allowance and Personal Independence Payment provide a contribution towards the extra costs faced by people with a long-term health condition or disability. These benefits are assessed on the needs arising from a condition, rather than the condition itself. Claimants in receipt of one of these benefits are free to choose how to use it according to their own priorities and needs.
The Government understands the pressures people, including disabled people, are facing with the cost of living this winter, and has taken further action to support people with their energy bills. The Government's Energy Price Guarantee, running from October 2022 to March 2023, will save a typical British household around £900 this winter. This is in addition to the over £37bn of cost of living support announced earlier this year, which includes:
- the £400 non-repayable discount to eligible households provided through the Energy Bills Support Scheme;
- a Disability Cost of Living Payment of £150 to six million people in recognition of the extra costs they face, including with energy costs;
- up to £650 in Cost of Living Payments for the eight million households in receipt of eligible means-tested benefits;
- a one-off payment of £300 through, and as an addition to, the Winter Fuel Payment from November to pensioner households.
We have also announced further support for 2023-24 to support the most vulnerable households, including £26bn of new cost of living support and the uprating by 10.1% of benefits for working age households and disabled people, as well as the basic and new State Pensions.

Care providers and suppliers support those with long term conditions to safely use medical equipment at home and in cases where the equipment is disrupted. In a power outage scenario, the Priority Services Register is maintained by electricity network operators to target support to the most vulnerable customers.

The most recent data available from Philips shows that as of 23 May 2022, 7% of the Philips continuous positive airway pressure (CPAP) machines for the home treatment of sleep apnoea registered as being in use by National Health Service patients have been replaced with new devices as part of the Philips ongoing remediation programme, with 93% of affected devices still in use. The Philips remediation programme aims to replace or repair all affected Philips CPAP machines affected by the field safety notice and registered as being in use within the next 12 months, with the proportions projected to be 50% replacement and 50% repair.
NHS England and NHS Improvement’s clinical respiratory networks will assist with the coordination of the repair and replace programme at regional level with Philips and local providers. The decision to apply filters is subject to clinical review with each patient. Data on the number of filters provided for use with affected Philips CPAP devices is not collected centrally. New Philips CPAP machines for the home treatment of sleep apnoea will be unavailable for purchase in the United Kingdom until Philips has completed the remediation programme. CPAP machines from alternative suppliers have been procured and are being supplied to NHS sleep services.

To ask the Secretary of State for Transport, what estimate he has made of the number of road accidents caused by drivers affected by obstructive sleep apnoea.
To ask the Secretary of State for Transport, what estimate he has made of the number of road accidents caused by drivers affected by obstructive sleep apnoea.
The Department does not collect data on drivers affected by obstructive sleep apnoea in road accidents specifically.
There were 1,528 reported road accidents involving personal injury where a contributory factor of driver fatigue was reported in Great Britain in 2018.
Detailed final statistics on reported personal injury road accidents in Great Britain for 2019 will be published on 30 September 2020.The latest annual published statistics are for 2018.
Contributory factors assigned by police officers do not assign blame for the accident to any specific road user, however they do provide some insight into why and how road accidents occur. They give an indication of which factors the attending officer thought contributed to the accident. Officers do not need to carry out a full investigation of the incident before allocating contributory factors; they usually use professional judgement about what they can see at the scene. Not all accidents are included in the contributory factor data; only accidents where the police attended the scene and reported at least one contributory factor are included.
