To ask the Secretary of State for Energy Security and Net Zero, what recent discussions she has had with the DCC on the expansion of the smart meter network.
The DCC is obligated under the conditions of its licence to provide Wide Area Network (WAN) coverage to at least 99.25% of premises across Great Britain, and to assess opportunities to increase the overall level of coverage. The Government is working closely with the DCC on its network communications strategy, and solutions for properties currently without WAN are becoming available.
Energy suppliers are now able to install smart meters in the ‘North’ region which communicate using the 4G cellular mobile network. Additionally, a new solution that would involve harnessing, with the consumer’s consent, their broadband connections to carry smart metering communications will be piloted early next year, with a wider rollout expected later in 2026.

The Data Communications Company (DCC) is required to assess opportunities to increase the overall level of communications network coverage for Great Britain beyond its currently provisioned minimum level of 99.25%. To enable the DCC to increase network coverage, the Department has recently consulted upon and indicated its intention to proceed with changes to the regulatory framework that will support implementation of the DCC’s Virtual Wide Area Network solution. The necessary funding for this, including in rural areas, is provided for by the energy industry, as is the case with other smart metering costs.

The transfer will occur from 2025 until the end of 2033, when the smart metering communications service in the Central and South regions of Great Britain will have been transitioned to a 4G service using the Vodafone network.

The Data Communications Company (DCC), the organisation responsible for the national smart metering data and communications infrastructure across Great Britain, has contracts in place for the provision of communications coverage to at least 99.5% of premises across its ‘North Region’ (which covers Scotland). Industry information shows that there is communications coverage in the Maryburgh, Dingwall area.
Energy suppliers are responsible for installing smart meters in households and small businesses. The Government will continue to work closely with the DCC and other industry parties to ensure that households across Great Britain can realise the benefits of smart meters.
