To ask the Secretary of State for Work and Pensions, what steps the Department is taking to ensure that small businesses, charities and social enterprises are able to participate in the Youth Jobs Grant.
The Youth Jobs Grant scheme is open to eligible businesses of all sizes and sectors including small businesses, charities and social enterprises.
The application process has been designed to minimise the administrative burden for employers. Employers can apply here: www.gov.uk/applyyouthjobsgrant. The form takes around 20 minutes to complete, and employers will be asked to accept a short set of terms and conditions as part of the application.
The Department is also actively engaging employers, trade bodies and partner organisations to support delivery of the Youth Jobs Grant through direct discussions, employer networks and webinars that promote the opportunities available through the Youth Guarantee and explain how employers can participate.
These activities are designed to ensure organisations of all sizes, including small businesses, charities and social enterprises, can access practical information on eligibility, the application process and recruitment support available through Jobcentre Plus. Employer webinars for example, provide an opportunity to hear directly from policy and operational leads, ask questions, understand available support and learn how DWP can help recruit and retain young people.

Under the scheme, obligations are based on packaging placed on the market and statutory thresholds, rather than business model. Producers are exempt from disposal fee and recycling obligations where they have annual turnover below £2 million and place less than 50 tonnes of packaging on the market. Defra keeps the thresholds and wider operation of the scheme under review as it is implemented. We are not currently considering a change to the status of social enterprises within the scheme.

Extended Producer Responsibility (EPR) moves the cost of dealing with waste away from taxpayers and generates over £1 billion annually. It supports investment in the UK's recycling industry and will incentivise the shift towards more recyclable materials.
EPR fees are based on the amount of packaging placed on the market, not the type of organisation that creates it. This is fundamental to delivering the scheme’s environmental objectives and driving a reduction in packaging waste.
Registered charities are exempt from the obligation to pay disposal fees under the pEPR scheme. Defra continues to engage with stakeholders on how the scheme is operating in practice.

Extended Producer Responsibility for packaging (pEPR) shifts the cost of managing household packaging waste from taxpayers to the producers who place packaging on the market. It funds local authorities and incentivises producers to reduce packaging and use packaging that is easier to recycle.

We are closely monitoring the impact of energy prices on businesses, communities, and social enterprises caused by the instability in the middle east, and much will depend on the length of the ongoing crisis. We are increasing the Boiler Upgrade Scheme (BUS) grant for properties heated by oil and LPG, taking the total grant to £9,000. This will help SMEs and social enterprises in England and Wales most impacted by rising energy prices to electrify their heating and provide greater certainty over energy bills.

The Digitisation Taskforce, chaired by Sir Douglas Flint, published a report in July 2025 with its recommendations on how to modernise the UK’s shareholding framework, including removing paper shares. The report focused on companies whose securities are traded publicly, and did not cover private, unlisted companies or other entities. The government has accepted his recommendations. The Dematerialisation Market Action Taskforce (DEMAT), chaired by Mark Austin, is now taking forward work to implement the recommendations from the report.

The Ministry for Housing, Communities, and Local Government supports grassroots programmes, such as Near Neighbours, which promotes dialogue, relationship building and civic engagement across religiously and ethnically diverse communities. In the previous financial year, MHCLG provided £587,000 of grant funding to the Near Neighbours programme. MHCLG also supported Inter Faith Week 2025, ensuring it remains a key part of the national calendar for dialogue, learning, and connection between people of different faiths and beliefs.

That will include measures to ensure clearer visibility of opportunities, earlier market engagement, proportional financial and evaluation requirements, and a strong performance on prompt payment across the health system.

This specific assessment has not been made.
Independent organisations commissioned by the National Health Service in England, such as general practices or social enterprises, are free to develop and adapt their own terms and conditions of employment, including the pay scales that they use. It is for them to determine what is affordable within the financial model they operate.
Where such organisations choose to dynamically link to any of the national contracts, including Agenda for Change, those staff will be contractually entitled to receive the same uplifts in pay and associated terms and conditions as staff employed in NHS organisations.
The 2024/25 pay award was consolidated and funding has been issued. There are no plans to revisit the funding or to issue additional guidance.
