To ask the Secretary of State for Culture, Media and Sport, what recent discussions her Department has had with major UK-based foundations on aligning private giving with national social impact priorities.
This government is committed to putting local people, communities and places first, supporting philanthropic growth across the country is an important route to mobilise more private capital to deliver public good.
In partnership with the Chief Secretary of the Treasury, DCMS’ Secretary of State, established the Social Impact Investment Advisory Group earlier this year to advise on how impact capital, including philanthropy, can support the national missions. The group brings together government, socially motivated investors, representatives from civil society and social investment and philanthropy experts. Major UK-based foundations are represented on both the Advisory Group and its working groups.

The Government has been clear that we want to do all we can to support our steel industry. The UK-EU Trade and Cooperation Agreement does not affect the Government's ability to procure more UK-made steel. The Agreement incorporates our existing commitments on non-discrimination under the World Trade Organization’s Government Procurement Agreement that does not allow preferential treatment of UK steel producers in public procurement.
Our international obligations do still allow the UK to develop an independent procurement policy to save taxpayers money, drive wider social benefits and strengthen the resilience of domestic supply chains. The publication of indicative pipelines of government steel requirements alongside steel procurement guidance, ensures that UK steel producers have the best possible chances of competing for public sector projects.
We have recently published a Green Paper consultation on radical reform of the UK’s public procurement regulations. Our proposals aim to create a simpler regime that reduces costs for business and the public sector alike whilst complying with our international obligations. New rules will meet national needs, drive improved commercial outcomes, increase innovation and remove complex and unnecessary bureaucracy - all leading to improved value for money.
Alongside the Green Paper, our new social value approach, which came into effect for Government departments on 1 January, will help streamline and standardise the procurement process. It rightly aligns with government’s priorities on:
tackling regional inequality with new jobs and skills, including retraining the unemployed in clean growth sectors, and helping communities recover;
promoting economic growth and prosperity by supporting SMEs, VCSEs and start-ups to lead or be part of government supply chains; and
tackling climate change and supporting our net zero goals.

In the year ending September 2019, 80% of offenders receiving a caution or conviction had at least one previous caution or conviction. Therefore, if we want to reduce crime then we must tackle reoffending.
The drivers of reoffending are complex, which the Criminal Justice System cannot address alone. That is why we are taking a renewed cross-government approach to tackle the drivers of reoffending across both custody and community.
We have already invested in a number of initiatives to enhance rehabilitation and reduce crime. Our £6 million accommodation pilot scheme in Leeds, Pentonville and Bristol operating since August 2019, has enrolled 323 individuals. In July we announced the Prison Leavers Project confirming £20 million of funding, aiming to support local leadership, identify innovative new ways to address reoffending and improve the social inclusion of those leaving prison.
We have also increased the probation budget by 17% this year to over £1.1 billion and will ensure the probation service continues to have the resources it needs to protect the public and reduce reoffending. Under the probation reform programme, the private and voluntary sector can still bid for a range of contracts for rehabilitation and resettlement support through the Dynamic Framework. We anticipate eventually spending over £100 million a year on these services.
Last year, we announced a £2.5 billion programme to reform the prison estate and provide 10,000 additional prison places. We will deliver four new prisons that boost rehabilitation and cut reoffending, providing improved security and additional training facilities to help offenders find employment on release. This forms a major part of our plans to transform the prison estate and create environments where offenders can be more effectively rehabilitated and turn their backs on crime.
An experimental statistical report showed that among those who committed an offence in the two years prior to engaging with treatment, 44% did not go on to reoffend in the two years following treatment (MoJ, PHE, 2017). Therefore, we support delivery of NHS England’s care after custody service, RECONNECT, for prison leavers with vulnerabilities, who would otherwise struggle to engage with community health services.
It is our ambition to go further and build on work that is already underway, focusing on improving accommodation, employment and substance misuse treatment outcomes for individuals that come into contact with the Criminal Justice System.

The government has demonstrated its commitment to tackling social injustices through the Race Disparity Audit, the LGBT Action Plan, the Taylor Review and a number of other actions taken to confront issues such as gender inequality, poverty and low standards of education.
