Angus Robertson: To ask the Secretary of State for Education and Skills how many times during the (a) Italian, (b) Irish and (c) Dutch presidency of the EU the (i) Socrates Committee and Erasmus and Comenius subcommittees and (ii) Tempus Committee met; when and where these meetings took place; which UK Government expert was present; and if she will make a statement. [218312] Dr. Howells: (i) The Socrates Committee met once during the Italian presidency, twice during the Irish presidency, and once during the Dutch presidency. The meetings took place on 6-7 November 2003, 12-13 February 2004, 17-18 June and 11-12 November 2004 and all were held in Brussels. The meetings were attended by officials of the Joint International Unit (JIU) of my Department and the Department of Work and Pensions. The Socrates schools sub-committee did not meet during the Italian presidency, and met once during each of the Irish and Dutch presidencies. The meetings took place on 4 June 2004 and 8 November 2004 in Brussels and were attended by officials from JIU, and a representative of the British Council in its role as UK National Agency for part of the programme. The Socrates Higher Education sub-committee met on 23-24 October 2003, 1-2 June 2004 and 29 October 2004. The meetings were attended by officials from JIU, and a representative from UK Socrates-Erasmus Council as the UK National Agency for Erasmus. (ii) The Tempus Committee did not meet under the Italian presidency, and met once during each of the Irish and Dutch presidencies on 3 February 2004 and 13 July 2004 in Brussels. The meetings were attended by officials from my Department and, on 3 February 2004, by a representative from the UK Socrates-Erasmus Council. I refer the hon. Member to the series of Command Papers on the prospects for the EU--Cm6174 laid in April 2004, Cm6310 laid in September 2004 and Cm6450 laid in February 2005, which cover the periods of the above presidencies and are available on the FCO website at: www.fco.gov.uk/commandpapers.

Mr. Bercow: To ask the Secretary of State for Education and Employment if he will make a statement on the objectives of the youth element of the Socrates Programme in the UK concerning the Building of Europe and Strengthening of Sense of Solidarity; what specific European (a) social and (b) political model is envisaged; and if he will make a statement. [123603] Ms Jowell: The EU Socrates Programme supports education co-operation between member states and does not support youth activities. These are covered by the EU Youth Programme which principally supports exchanges of young people between member states. Article 2.1 (a) and (b) of the European Council Decision{1} under which the Youth Programme operates states that the objectives of the programme are: (a) "to promote an active contribution by young people to the building of Europe through their participation in transnational exchanges within the Community or with third countries so as develop understanding of the cultural diversity of Europe and its fundamental common values, thus helping to promote respect for human rights and to combat racism, anti-semitism and xenophobia; (b) to strengthen their sense of solidarity through more extensive participation by young people in transnational community-service activities within the Community or with third countries, in particular those with which the Community has concluded co-operation agreements". The Council Decision does not envisage or promote any specific European social or political model. {1} Decision No. 1031/2000/EC of the European Parliament and of the Council of 13 April 2000 establishing the "Youth" Community action programme (Official Journal L 117, 18.5.2000, p. 1).

Mr. Boswell: To ask the Secretary of State for Education and Employment if he will make a statement on (a) participation in, (b) the costs to United Kingdom and European funds and (c) the educational benefits of the first Socrates programme; and what his plans are for the second Socrates programme. [116017] Ms Jowell: [holding answer 23 March 2000]: The first phase of the EU Education action programme Socrates ran from 1995 to 1999. During that period some 920 million euros were available for activities across the European Union, many of which will continue until the end of this academic year. Participation In the UK, during academic year 1997-98, the latest year for which figures are available, the following were funded: 1,108 school partnership projects; 323 school preparatory visits; 161 teacher training projects; 655 teachers took part in language training abroad; 80 UK teacher trainees took up language assistant posts in other European countries; 166 Higher education institutions took part; 10,592 students studied in another country; 10 Adult Education projects and nine Open and Distance Learning projects were funded; and 159 policy study visits were made to another country. In the EU, throughout the period of the first phase, the European Commission estimates that nearly half a million students received grants for an integrated period of study in another European country under the Erasmus action; over 50,000 teachers in higher education undertook teaching assignments at higher education institutions in another European country; over 10,000 schools were involved in joint projects (a great many of them involving UK schools); and around 150,000 young people were involved in joint activities. Costs The average annual cost to the UK is 28 million euros. Incoming grants total 25 million euros. Educational benefits All participants have built and strengthened links with colleagues in other participating countries. Many institutions have gained access to, and developed, innovative training materials and methods. Individual participants have gained an appreciation of each others' cultures and working practices, have developed communication, new technology and other core skills and have improved their employability and confidence levels. Plans for the new programme The total budget for the second phase of the programme is 1.85 million euros for the seven years from 2000 to 2006. Priorities and budget allocations for the new programme for the year 2000 are currently under discussion in the Socrates programme management committee. During the course of these discussions the UK will use its best endeavours to ensure that the priorities set for the programme are compatible with the UK's domestic policy agenda for each of the education sectors the programme serves.

Mr. Hood: To ask the Secretary of State for Education and Employment what was the outcome of the Education Council held in Brussels on 26 November; and if he will make a statement. [100829] Mr. Wills: The Council of EC Education Ministers, at which I represented the UK, adopted a resolution on "developing new working methods for European co-operation in the fields of education and vocational training". Ministers then held an open debate on the role of education and vocational training in the new millennium. The Council received information from the Presidency on the outcome of conciliation with the European Parliament on the proposal for a second phase of the Socrates education action programme. Information was received from the European Commission on: the proposal for a Decision of the European Parliament and the Council to establish the European Year of Languages 2001; forthcoming proposals for European Parliament and Council Recommendations on the mobility of students, young trainees, young volunteers, teachers and trainers and on European co-operation in the evaluation of the quality of school education; the role of education and training in implementing the Stability Pact for South-East Europe; the implementation of the Council resolution of 6 May 1996 on educational multimedia in the fields of education and training; and indicators and benchmarks in the field of school quality. Ministers received a report from the European Schools High Council on the future of the European Schools and held an exchange of views. The Council also received information from the Portuguese delegation on plans for the Portuguese Presidency of the Council. A copy of the Council minutes will be placed in the Library in due course.

Mr. Clifton-Brown: To ask the Secretary of State for Education and Employment what were the outcomes of the Council of EC Education Ministers held on 21 November. [6535] Mr. Paice: On 21 November, the Council of EC Education Ministers, at which my noble Friend the Minister of State for Education and Employment represented the UK, adopted a Council decision authorising the EC Education Committee to hold informal meetings with Council of Europe representatives; a Council decision amending decision 93/246/EEC of 29 April 1993 adopting the second phase of the trans-European co-operation scheme for higher education--TEMPUS II; a Council resolution on new political priorities for the information society; and a Council decision on the adoption of a multi-annual programme to promote linguistic diversity in the information society. The Council adopted conclusions on school effectiveness and held a public debate on this topic. The Council also adopted Conclusions on lifelong learning and on local community development through education. Council and Education Ministers meeting within Council adopted a declaration on educational measures to protect children and counter paedophilia. Council received reports from the European Commission on four thematic conferences associated with the Commission White paper, "Teaching and Learning: Towards the Learning Society"; the Commission's Green Paper on obstacles to mobility, and its action plan on learning in the information society. The Commission gave oral presentations to Council on the budgetary needs of the SOCRATES programmes; a proposed Council recommendation on the transferability of student grants; a proposed Council recommendation on the quality of higher education; and quality assessment of first and second level education systems. Education Ministers also took part in a meeting with Education Ministers of the countries of central and eastern Europe. A copy of the official minutes of the Council will be placed in the Library when they become available.
