The UK works closely with allies to strengthen critical minerals cooperation bilaterally and through fora such as the G7, G20 and related taskforces. This includes strong, mutually beneficial critical minerals partnerships across the Southern African Development Community (SADC) focused on improving resilience, supporting diversified supply chains and promoting the global transition to clean energy. The UK also supports the World Bank's global Resident and Inclusive Supply-Chain Enhancement partnership, providing knowledge, technical assistance and finance facilitation across the SADC region. We are also the largest contributor to the African Development Bank.

The Department’s most recent engagement with a number of SADC State representatives on trophy hunting was a meeting held by Baroness Hayman in May 2025 to discuss the Government’s commitment to banning the import of hunting trophies from species of conservation concern.

This Government is committed to building a strong relationship with African countries and institutions, including the African Union (AU) and the Southern African Development Community (SADC). Many of the goals of the African Union and the United Kingdom are mutually supportive, for example in our joint backing of the AU-led peace support operations in Somalia. Since taking up office in September, the Foreign Secretary has met the Foreign Minister of South Africa - a leading member of the Southern African Development Community.

International engagement is vital to the UK’s science and technology priorities. The Secretary of State and Ministers regularly engage with partners around the world, including a variety of nations in the regions represented by the organisations outlined. For example, the UK and Singapore recently signed a memorandum of understanding to deepen cooperation on digital transformation and the Secretary of State recently met Minister Teo on 6 November.

None of our partner governments in Southern African Development Community (SADC) have requested a collective UK-SADC FTA. There are two customs unions within the SADC grouping, which our existing agreements aim to align with.
Our UK-Southern African Customs Union and Mozambique Economic Partnership Agreement (EPA) is with Botswana, Eswatini, Lesotho, Mozambique, Namibia and South Africa, and our UK-Eastern and Southern African EPA is entered into force with Madagascar, Mauritius, Seychelles and Zimbabwe. The remaining SADC countries (Angola, Comoros, DRC, Malawi, Tanzania and Zambia) are not currently covered by our FTAs, but there are provisions available should they wish to join one of our existing agreements. These remaining countries are eligible for duty-free quota-free access to the UK (on nearly all goods) through our Developing Countries Trading Scheme.

Foreign, Commonwealth and Development Office Ministers, including the Foreign Secretary and I, have enjoyed broad engagement with the leaders of the Southern African Development Community (SADC) during visits to South Africa, Malawi and Zambia. The Minister for Africa, Lord Collins, has had three ministerial engagements with the Tanzanian government and the current Chair of the SADC Organ on Politics, Defence and Security Affairs. Lord Collins is due to meet with Southern African Development Community leadership during his upcoming visit to Botswana (14-16 January 2025), discussing areas of mutual interest, including energy reform and regional security.

The UK provides support to the Armed Forces of Mozambique (FADM) through our Resident Defence Adviser and Defence Section, which opened in July 2023. Our defence cooperation, including professional military education, defence policy and initial training, is delivered under the framework of a bilateral Memorandum of Understanding. The UK has not provided support to the Southern African Development Community mission in Mozambique, although my recent visit to South Africa explored opportunities for doing so.

Ministerial travel is kept under constant review. The Foreign Secretary visited the Republic of Zambia, a member of the Southern African Development Community, on 2-3 August 2023.

This month my department launched the Developing Countries Trading Scheme (DCTS), which lowers tariffs and simplifies trading rules to increase exports and support growth in 65 countries, including 37 African countries. Changes to rules of origin in the DCTS will make it easier for these countries to source raw materials regionally and still pay zero tariffs. All Southern African Development Community (SADC) nations are now covered by either the DCTS or our two Economic Partnership Agreements (EPAs)
We are using our two EPAs (covering 9 SADC nations) to grow trade and have a team of experts across the region helping British businesses to increase trade and investment. This is in addition to country-specific activity across SADC, including the inaugural UK-Mauritius Strategic Trade Partnership this past April, led by UK Trade Envoy Mr Andrew Selous MP.
Furthermore, in 2024, the Prime Minister will host the second UK-African Investment Summit to showcase investment opportunities and advance two-way trade.

The UK is monitoring the ongoing detention of opposition Members of Parliament Job Sikhala and Godfrey Sithole in Zimbabwe. The former Minister for Africa met with the Foreign Minister of Zimbabwe on 30 June and reiterated the importance of all political parties respecting the rule of law, refraining from violence and respecting the right of others' to campaign freely ahead of upcoming elections in 2023.

We are building quality high-level relationships with counterparts in the region. I have travelled several times for engagements, as has the COP26 President.
Better data is critical to underpin climate adaptive actions and policy. It is also a strength of the UK offer. To shape Foreign, Commonwealth and Development Office (FCDO) engagement, we are funding a Southern Africa regional climate risk assessment with the Met Office. The FCDO's Africa Regional Climate and Nature programme will continue engagement on transboundary water management started in 2016 and expands support for the Weather and Climate Information and Services for Africa (WISER) into southern Africa. WISER will build on the UK's previous support to Southern African Development Community (SADC)'s Regional Vulnerability Assessment and Analysis programme which supports SADC and member states monitor and analyse vulnerability so informing humanitarian and adaptation responses.

The Secretary of State met with representatives of several Southern African Development Community (SADC) Member States at the signing of the UK-South African Customs Union and Mozambique Economic Partnership Agreement in October 2019. She also met the Honourable Pravind Kumar Jugnauth, Prime Minister of Mauritius, at the UK-Africa Investment Summit in January 2020.
The British High Commissioner in Gaborone (as the UK Special Representative to the SADC) and her team engage regularly with the SADC Secretariat on a range of economic, climate, and political issues – most recently, in June 2021.

The UK regularly engages with the Southern African Development Community (SADC) on a range of political, economic and climate-related issues. The British High Commissioner to Gaborone, in her role as the UK's Special Representative to SADC, most recently engaged with the SADC Executive Secretary in February 2021 to update her on the UK's autonomous sanctions regime. The British High Commissioner to Maputo met with President Nyusi of Mozambique, the current Chair of SADC, on 1 April 2021 to offer our continued cooperation on peace and security in the Southern Africa region, in light of the recent attacks in Palma, northeast Mozambique.
