This House pays tribute to Wellington-based Special Operations Executive Agent, Odette Hallowes GC MBE Legion d’Honneur, 1912-1995, her sense of duty in infiltrating Nazi occupied France to support the Resistance, her integrity in leaving the sanctuary of Somerset for the country of her birth, her bravery in loyally enduring torture at Ravensbruck Concentration Camp and her resilience in outwitting Gestapo executioners; recognises Cllr Nancy Powell-Brace for promoting Odette’s memory in the town; congratulates Court Fields School and Headteacher Polly Matthews on the recent naming of Odette Hallowes Hall; thanks granddaughters Sophie Parker and Caroline Biddle for their support; and celebrates Odette’s conviction that she was an ordinary woman who despite experiencing brutality always believed in the potential nobility of the human spirit and who, in the face of Naziism, fought for justice, freedom and peace.

There is no doubt that the actions of the agents of F section of the Special Operations Executive were very brave, and the Government remains grateful for their service and sacrifice. Indeed, many were recognised with gallantry awards, such as the awards of the George Cross to Odette Sansom, Noor Khan, Cicely Lefort, Diana Rowden and Lilian Rolfe.
It is the long-standing policy of the UK Government, that military and civilian gallantry awards cannot be awarded retrospectively more than five years after the service or actions in question. This policy has been in place since the end of the Second World War and was approved by King George VI. Successive Governments have seen fit not to change it. It is a long-held belief that people making decisions at the time were better placed to make judgements about an individual’s actions than we can be now at a distance of many years and without information about other people’s contemporary actions for comparison.
To ask Her Majesty's Government whether they have plans to commemorate in 2020 the 80th anniversary of the forming of the Special Operations Executive (SOE); and whether they will introduce a recognised annual date to commemorate the SOE.

A major event was held in 2015 to mark the 75th anniversary of the foundation of Special Operations Executive. The Foreign and Commonwealth Office is not aware of any plans at present for a further commemoration.
My hon. Friend is right. The courage of the men and women of the Special Operations Executive was remarkable. Members of the House will recall that three years ago that courage was recognised with a memorial on the Albert embankment, including a statue of Violette Szabo. None the less, what...

Four incredibly brave women of the Special Operations Executive were murdered by the SS in Ravensbrück concentration camp on or shortly before 5 February 1945. Their names were Denise Bloch, Cecily Lefort, Lilian Rolfe and Violette Szabo, who was later awarded the George cross. Former Member of Parliament, Nicholas Bennett,...

My Lords, I add my congratulations to the noble Baroness, Lady Crawley, on securing the debate tonight and give my strong support for the sentiments expressed in her speech. An interesting thing about our intelligence services is the way in which they have been more open to the employment of...

Many of the women of whom I speak tonight went on to live lives of ordinary toil, making a living, raising a family, paying their taxes, watching the television. They got on with things as best they could, just as they did what needed to be done in the 1940s....

My Lords, I thank all noble Lords taking part in tonight's debate, especially for their patience. Their knowledge and experience will indeed enhance our proceedings. I am sure we would wish to remember our dear colleague Baroness Park who, were she with us today, would surely have taken part. I...

My Lords, this has been an exceptional debate. Noble Lords’ contributions have shown why this House is so hugely respected across the globe. I, too, join all noble Lords in paying tribute to our friend the late Baroness Park of Monmouth. She was a fabulous woman. It was only when...

My Lords, I, too, thank my noble friend Lady Crawley for her excellent speech and for securing this debate to celebrate the courage and tenacity of the 39 exceptional women who were members of the Special Operations Executive. It is right this evening not only that we remember these women...

I thank the noble Baroness, Lady Crawley, for initiating this debate. My grandfather, Lord Selborne, succeeded Dr Hugh Dalton in February 1942 as Minister of Economic Warfare and, as such, he had ministerial charge of the SOE for three years. In fact, near the end of his life he revealed...

My Lords, I, too, thank my noble friend for initiating this debate. I add my support to the growing band of voices urging greater recognition for the female agents of the Special Operations Executive. That small number of extraordinary young women gave everything at an extraordinary time in our island...

My Lords, I thank the noble Baroness, Lady Crawley, for instigating this important debate. I hope that the many forms of remembrance will be recognised. There has been much mention of Noor Inayat Khan, who died aged 30 at Dachau. A memorial is at last being sculpted, which will be...

It is indeed never too late until it is too late. These women were quintessential volunteers who were not just put on active service. That makes their bravery all the more extraordinary and all the more deserving of such enduring recognition that our nation can give before time passes the...

I thank the noble Baroness for giving us this opportunity to pay tribute to these truly extraordinary women. Churchill referred to the SOE as ““ungentlemanly warfare””. The fact that its work was shrouded in mystery, combined with the fact that General de Gaulle was absolutely determined not to recognise its...
