The Ministry of Defence (MOD) keeps under continual review the implications of proposed legislation for Defence activities, including those undertaken by the most sensitive parts of Defence and the Armed Forces.
Work is ongoing across the MOD to ensure that all Defence organisations can meet their legal obligations under the forthcoming Hillsborough Law, while also maintaining the necessary protections for highly sensitive operational capabilities and broader National Security.

Following the recent successful validation by NATO during Exercise Hyperion Storm, the UK is set to command NATO’s Allied Reaction Force 26 Special Operations Component Command from July 2026 to June 2027. This will involve units from the Army’s Ranger Regiment, UK Commando Force, and the Royal Air Force, forming the Joint Special Operations Headquarters for NATO, as well as the land, maritime and air Special Operations Tasks Groups under its command.
Detailed planning is classified, as is the UK’s contribution to broader NATO SOF structures and activity.

The Strategic Defence Review was clear that the current threat environment means Defence needs greater choice and resilience across the spectrum of military effects. Units such as the Army Rangers and the Commando Force will provide the special operations-capable forces required to improve the UK’s warfighting capabilities as well as helping fulfil our contribution to NATO’s Special Operations Taskforce 2026.

As per longstanding Government policy, I can neither confirm nor deny information relating to UK Special Forces.
Annex 1, paragraph 2 of the Chagos Archipelago Treaty, once it has entered into force, will not require the UK to divulge sensitive information and will not require prior notification of any military operation.
Moreover, Article 3(2) of the treaty states that Mauritius cannot undermine, prejudice or otherwise interfere with the long-term, secure and effective operation of the military base on Diego Garcia, and that Mauritius shall cooperate to that end.

Last week’s “Panorama” documentary brought fresh allegations of war crimes by Special Air Service and Special Boat Service forces, raising grave new questions about the conduct of the special forces during Operation Herrick in Afghanistan. It also highlighted the vital importance of promoting transparency and accountability across our armed forces. In the light of these developments and the ongoing public inquiry, will the Secretary of State consider looking at how Parliament could scrutinise the work of the special forces?

The previous Government, with our support, set up the Haddon-Cave inquiry, whose job it is to get to the bottom of any allegations and investigate them fully. That is the job it is doing, and it has our full support—and, I hope, the continued support of the House —in doing it. The hon. Lady mentioned the “Panorama” programme. Anybody who is willing to talk to the media about the information they have and what they allege must be willing to do the same to the Haddon-Cave inquiry.
